WHEREAS, The City of Saint Paul ha.s prepared a second action

year comprehens�ve City Demonstration Program (Model Cities Program);

WHERE.AS, The Council of the City of Saint Paul finds that the
program is necessary and desirable in order to improve the living
conditions of the people living in the Model Neighborhood; and
WHEREAS, The Council of the City of Saint Paul desires that the
second action year comprehensive City Demonstration Program be sub-
mitted to the Secretary of Housing and Urban Development (herein
ca�.led the "Secretary") for funding under Title I of the Demonstra-
tion Cities and Metropolitan Development Act of 1966; now, therefore,
be it

Re: Model Cities Second Yeax Coa�prehensive Develcypment Plan
This is to transmi.t to the City Cauncil for review and approvra„1. the
St. Pa.ul Model Cities Second Action Yeax Caanprehe.nsive Developm,ent Pla.n.
This is the plan which has been under dev�elapm�ent for ma�r months. It
was recently approved by the MQdel Neighborhood Planning Council and
forwarded for co.nsideration by the City.
The Secox�d Yeax Plan builds upo:n the First Yeax Action Pla.n, but there
is a cha.nge in empha,sis. Briefly, education projects reta3n an important
positio.n, but they do not doani.nate the program. Hausing problems which
were virtu�a].ly ignored during the first ye�x are addressed thro�ugh two
innovative pro3ects. In this way, an important balance is achieved.
The plan fox the secoad yeax is basica.Lly a good. program. I have had
Dick Thorpe of the Grant-i.n-Aid Office review it in d�pth, and he and I
hav�e discussed it i.n som�e detail.
I wouldn't wa�nt to say, hm�ever, that I am completel.y satisfied with the
pla.n. While it might be desi.rable to flaxther ref'ir� the plan, w�e d.on't
hav+e the tin�ee at this �uncture. HtTD has borne with ovr progra,m through
vaxious extensions and delays, but to delay it flu-ther w�ou].d direct]y
�eapardize all Model Cities fl�nding that the City mw�y reasoxlably anticipate
in i'Liture ye�.rs.
As we imove i.nto con�ideration of specific budgets and contracts, w�e pla.n
to improv+e the Seco.nd. Action Year of the program. The Second Year Plan
under cons3d.eratioxs is only a gen�ral statem�ent of what will be doMe duribg
that yeax. I in�end to hav�e the Admini.strativ�e Budget, as w�ell as the project
buc]gets, apalyzed to be cextaatx� that a11 facets of the budgets are in
keeping with regular city financial pra,ctiees.
Certain future changes may require am�endments to the plan. The organiz�,tiona.].
structure is being reassessed, but this c�n't be finalized or impl�me.nted
until the new Acimin3.strativ�e Code and other related city organizatior�,l
matters are settled.
