STAR PROGRAM W HEREAS, on 7uly 13, 1994, the Ciry Council of the City of Saint Paul established the Cultural Capital (Cultural STAR) Investment Program, and 8 WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent 9 sales tax on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A, 10 authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and 11 12 WHEREAS the purpose of the Cultural STAR Program is to fund projects that further culturai and visitor 13 acfivities, and 14 15 WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review 16 panel, commonly known as the the Cultural STAR Board, has completed its annual review of all proposals 17 for the expenditure of funds in Cycle 8 of the Cukural STAR Program and has made recommendations 18 regarding the proposed expenditures in rank order, and 19 20 WHEREAS, the Mayar has reviewed the appiications far funds in Cycle 8 of the Cultural STAR Program and 21 has made recommendations, and 22 23 WHEREAS, the projects recommended for funding are consistent with the Guidelines for the Cultural STAR 24 25 26 27 28 29 30 31 Presented By �� Referred To Committee: Date Program, and WHEREAS, the none of the recommended projects represent a Business Subsidy as defined by Minnesota Statutes, Chapter 1163, now, therefore, be it RESOLVED, that the City Council hereby approves the funding recommendations for Cycle 8 of the Cultural STAR Program listed in E�ibit A, and be it 32 FURTHER RESOLVED, that the Council approves the budget amendment listed in E�ibit B that reflects 33 those funding recommendations, an3 be it 34 35 FURTHER RESOLVED, that the Council hereby waives the Cultural STAR Program guidelines requiring 36 that 25 percent of funds be distributed as loans, and be it � 37 �� 38 39 o�.-sy� 40 FINALLY RESOLVED, that the Council hereby thanks the members of the Cultural STAR Board for hazd 41 work and expertise in reviewing applications and recommending projects for Cycle 8 of the Cultural STAR — 42 Program.
