RESOLVED, Tha.t the Council of the City of Saint Paul does
hereby request that the Saint Paul Cha.rter Commission consider
amending the City Cha.rter so as to permit the Ma.yor to appoint
the Chief of Police to act as the head of an Executive Department,
and the President of the City Council is hereby authorized to
transmit a certified copy of this resolution together with a letter
- requesting that the Cha.rter Commission discuss this matter at its
next regularly scheduled meeting.

Pursua.nt to request of the City Council we ha.ve
prepa.red proposed language for amendment to the City
Cha.rter so as to permit the Ma.yor to appoint the
Chief of Police as head of an executive department.
The proposed Langua.ge ma.kes it optional upon the Ma.yor.
If this proposal meets with the approval of the Council,
it should be referred to the Charter Commission with
a request tha.t they consider amendment to the Cha.rter
to conform thereto.

Amend Section 9.01 of the Cha.rter:
Sec. 9 .01. Executive Departments . There shall be an office
of the mayor, office of the city attorney, office of the
city clerk and such additional executicTe departments, not
to exceed six, as ma.y be established by ordinance. Each
executive department so established sha.11 ha.ve such functions '
as are prescribed by ordinance, and its head, who shall be

appointed and removed as provided by Sec. 3.01.3, shall ha.ve
su�h educational and professional qualifications as may be
prescribed by ordina.nce. The mayor may appoint the chief
of police to act as head of an executive department. Every
office, agency, or function of city government not otherwise '
assigned by this charter or by ordinance sha.11 be included �
in the office of the ma.yor, and no power or duty conferred
by this charter upon a particular office or agency shall be

transferred to any other.
