No. 259132 , approved June 23, 1972, a public hearing was scheduled for 10:00 a.m. on July 6, 1972, before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structure located at 530-32 Marion, Saint Paul, Minnesota; and WHEREAS, upon facts presented at said hearing consisting of photographs, inspection reports and the recommendations of the �� Building Department, it is found and determined by the City Council tha.t according to the records and files in the office of the Register of Deeds, the last record owners and other parties of interest are Harvey W. Kraemer and Twin City Federal Savings and Loan; and that there are no other lien holders of record; and that it is further determined that the above described building constitutes a hazardous building within the definition of Minnesota Statutes Section 463. 15 for the following reasons: a. The rear outside stairway has deteriorated; the steps, floor and posts have rotted. The railing on the second story porch is broken. Asbestos siding shingles are broken and missing and the cornice, window, frames and doors are rotted and decayed. Mortar is missing from the stone foundation. c. The interior condition of the building is as follows: Two rooms on the first floor have loose celotexeceilings and the bath has plaster off the walls and ceiling. The floors have sagged four inches in twelve feet on both the first and second floors. Windows are broken and missing. The basement floor is cracked. The plumbing and electrical systems have been vandalized; d. The building in the above condition is beyond ;�, reasonable repair; �� -�} � e. The building is unfit f�or human habitation in its present condition and the above corrections must be made in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to ma.ke the same habitable; f. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, di�apidation and inadequate maintenance; now, therefore, be it RESOLVED, that in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does hereby make the following Order: ORDER l. Date: July 6 , 1972 Re: 530-532 Marion Street , File No. 2175 In response to the notification from G. Erickson , Assistant City Architect, of the public hearing to be held this day on the property located at 530-532 Marion Street, please be advised that several complaints have been received in this office and the HRA Site Office (Thomas-Dale) regarding the structure. The structure has been boarded for almost one year as the occupants of the duplex were relocated during the summer of 1971. The owner had requested acquisition ; was told that acquisition might be made possible out of unidentified funds for the acquisition of properties in a future clearance area. The owner indicated he would like to apply f or a 312 Loan for rehabilitation if not acquired. Such a loan application would not be approved or the structure is in a future clearance area. The residents of the surrounding properties are most anxious to see that the structure is demolished as it is a real eyesore. Also there have been complaints about the maintenance of the property , i . e . grass cutting, etc. The Thomas-Dale Executive Board has taken no formal action regarding this property . �� .
