02-53813 ORIGI�AL Council File # 0 � 5 g RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Referred to Green Sheet # _110061_ Committee: Date WHEREAS, after receiving fauorable citizen testimony at its February 10, 1999, meeting about the advisability of establishing off-leash dog areas (OLDAs) in Saint Paul, the Saint Paul Pazks and Recreation Commission appointed a subcommittee to study said matter and report back on its findings; and 5 WHEREAS, upon receiving the report of the Off-Leash Dog Area Subcommittee, the 6 Commission on Mazch 13, 2000, adopted the written report, Recommendations on the 7 Establishment of Off-Leash Dog Areas in Saint Paul, which recommended "that an OLDA be 8 established in Arlington and Arkwright Park in the yeaz 2000' ; and 9 WHEREAS, on September 13, 2000, the Commission formed a second Off-Leash Dog 10 Area Subcommittee whose purpose was "to provide feedback to the Commission on how 11 successfully the report, Recommendations on the Establishment of Off-Leash Dog Areas in Saint 12 Paul," was being implemented; and 13 WFIEREAS, on October 25, 2000, the Council of the City of Saint Paul passed 14 Resolution 00-994 which resolved, "that the Division of Parks and Recrearion design and 15 implement this (Arlington-Arkwright) OLDA in such a way as to include the following 16 specification(s): 1) There will be a one yeaz trial period for this facility, after which another City 17 Council resolution will haue to be passed after consultation with the Payne/Phalen District 5 18 Planning Council in order for the OLDA to be continued"; and 19 WHEREAS, the Arlington-Arkwright Off-Leash Dog Area was opened to the public by 20 the Division of Pazks and Recreation on May 24, 2001; and 21 WIIEREAS, the Arlington-Arkwright Off-Leash Dog Area has provided many benefits to 22 the surrounding community and Saint Paul as a whole while posing a minimal number of 23 manageable difficulties for users, neighbors and the City of Saint Paul, Division of Parks and 24 Recreation; and 25 WHEREAS, on Apri123, 2002, the Payne-Phalen District 5 Planning Council approved a 26 motion "To recommend to the City Council that the Arlington-Arkwright Off-leash Dog Pazk be 27 accepted as having passed the probationary period and to be kept within its current boundaries"; 28 and o�.S38' 29 WHEREAS, on May 8, 2002, the Commission adopted the Off=Leash Dog Area 30 Subcommittee report, Evaluation of the Arlington Arkwright Off-Leash Dog Area Pilot Program 31 and Recommendations on the Future Estczblishment of Off-Zeash Dog Areas in Saint Paul, which 32 included the recommendation "thax Arlington-Arkwright be established as a permauent Off- 33 I,eash Dog Area"; and 34 WHEREAS, on May 8, 2002, the Commission adopted Resolution #02-15 which "urges 35 the Council of the City of Saint Paul to confer permanent status on the Arlington-Arkwright Off- 36 Leash Dog Area"; now, therefore, 37 BE IT RESOLVED, that the Council of the City of Saint Paul affirms that the Arlington- 38 Arkwright Off-Leash Dog Area has successfully passed its probationary period and hereby 39 confers permanent status on said facility. � � � Requested by: Division of Parks and Recreation l� �. i - I Form Approved by City Adopted by Council: Date�.� \Q 'a.00.�- Tv T_— r � / ` Adoption Certified by Council Secretary Byl �� %L��r�/��L By Counc Mayor £or �.. What, When, Where, Why�: ., City Council Resolution #00-994, approved October 25, 2000, authorized the Division of Parks and Recreation to implement an off-leash dog area (OLDA) at Arlington-Arkwright Park unde� the condition that it be considered a one year pilot project to be continued subsequently only upon approval of a City Council resolution considered after consultation with the Payne/Phalen District 5 Planning Council. The Arlington-Arkwright OLDA was opened on May 24, 2001. Approximately one year after the opening, both the Payne-Phalen District 5 Planning Council and the Parks and Recreation Commission, fiaving evaluated the operation of the Arlington-Arkwright OLDA, recommended that it be given permanent status. ADVANTAGES IF APPROVED: Users of the Arlington-Arkwright OLDA will be assured the site will retain its present successful and popular purpose and designation, and the Division of Parks and Recreation wili be able to plan accordingly for the ongoing operation and maintenance of the site.
