WHEREAS, pursuant to resolution, C. F. 258720, approved
May 24, 1972, a public hearing was scheduled for 10:00 a.m. on
June 21, 1972 before the Council of the City of Saint Paul, said
hearing pertainir�g �o the condition of the structure located at
�. 251 Wayzata, Saint Paul,Minnesota; and �
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recommendations of the
Building Department, . it is found and determined by the City Council
that according to the records and files in the office of the Ramsey
County Abstract Clerk, the last record owners of the above described
property are Alma Johnson and Preston Brennon and Mr. & Mrs.
Richard J. Schreier have an unknown interest in the property; and
there are no other lien holders of record; and that it is further
determined that the above described building constitutes a hazardous
building within the definition of Minnesota Statutes Section 463. 15
for the following reasons:
a. The building is standing vacant, abandoned
and is subject to being entered by una.uthorized
persons;

b. The exterior condition of the building is as
follows: The asbestos siding has broken and missing
pieces. The porch has deteriorated, support posts are
rotted at the bottom, the soffits and steps are rotted.
The foundation walls are cracked and one side is
collapsing;
c. The interior condition of the building is as
follows: There are 2 x 6 joists which are inadequate
under one room. The stair to the basement is too
narrow and stairs are worn and loose. The floor of
one room on the first floor is badly buckled. The
plaster is badly cracked and broken. The stair to the
second floor does not have the required width and head
room. The second floor does not have the required
height for use as habitable rooms. The plaster and
wallboard is cracked, broken and missing. The venti-
lation in the bathroom is inadequate. The electrical
system is inadequate. There is illegal wiring and
fixture� need to be repaired or replaced. Th� water
-��c=� - pipes� hav� broken because of freezing. There is rodent
infestation in the entire house;
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation iri
its present condition and the above corrections must be
made in compliance with the Building Code and the Housing
Code of the City of Saint Paul in order to :make the same
habitable;
f. The building constitutes a nuisance and a hazard
to the public health, safety and welfare because of its
physical damage, dilapidation and inadequate maintenance;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statutes Sections
463: 15 through 463. 26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby
make the following Order:
ORDER
1. The owner of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the said building razed and the materials
therefrom removed from the premises within thirty (30) days from
the date of the service of this Order;

Order or an answer served upon the City of Saint Paul and filed in

the Office of the Clerk of the District Court of Ramsey County,
Minnesota, within twenty (20) days from the date of the service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said building will be made to the Ramsey County
District Court;
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court, all
personal property or fixtures which may unreasonably interfere with
the razing and removal of this building shall be removed within
ten (10) days from the entry of judgment; and if not so removed,
the City of Saint Paul shall remove and dispose of such personal property
and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be
assessed against the above described real estate arrd collected as
other taxes; and be it
FURTHER RESOLVED, that a certified copy of this resolution and
incorporation Order herein be served upon the last record owners of
the above described property in the manner provided by law.

Gentlemen:
The Bureau of Public Buildings is hereby submitting its report on
the condition of the structure at the above location.
The owners of record are Alma L. Johnson - fee owner and Preston
Brennon - contract purchaser and the legal description of the
property is E. part of Lot 16 , Block 15, Lewis Second Addition.
The building is a 12 story frame single family dwelling 20 ' x 30'
x 18 ' located at the front property line of the lot. It was con-
structed in 1886.
The asbestos siding has broken and missing pieces. The porch has
deteriorated, support posts are rotted at bo.ttom, soffits rotted
and steps are rotted.
The foundation walls are cracked and one side is collapsing. There
are 2 x 6 joists which are inadequate under one room. The stairs

There is rodent infestation in the entire house.
The Subject property has been boarded up by the owner since
September 23, 1971.
The Housing and Redevelopment Authority does not intend to ac-
quire this property.
Inasmuch as the conditions outlined above constitute a public
hazard and add a blighting effect to the neighborhood and the
o�rner has made no attempt to satisfactorily repair the damage
despite our warnings, it is the recommendation of this bureau
that this matter be referred to the City Attorney's office
for razing and removal through District Court pr ceedings.
