WI3EREAS, The City of Saint Pa.u1 acting throu�h its Valuation Engineer
has secured an agreement for the purchase of that certain property described
as follows:
The Ea.st Sixty (60) feet of Lot Thirty-nine (39), The Pioneer Rea1
Estate and Building Society Subdivision of N 2 of NW � Sec. 22,
T.29, R.22, except the South �+26.60 feet and the North 1�+1 feet
thereof
WI�REAS, The property described therein is necessary for the Frost Lake
Recreation Site, Pro�ect No. Minn. OSA-123, and the price at which the
. property may be purchased is at the total amount of $550.00, a fair and
reasonable price according to the appraisal obtained by the City Valuation
Engineer; and
WI�REAS, The City Valuation Engineer has recom�nended the purchase of
said property at the price stated. above, as evidenced by his report submitted
herewith; now, therefore, be i-t
RESOLVED, That pursuant to Ordinance No. 1�+907, Council File No. 255�,
approved. September 9, 1971, the Council of the City oP Sa.int Paul does hereby
authorize the purchase of the above described land, and be it
RESOLVID FURTF�R, That the proper City officials are hereby authorized
� and directed to pay to Dennis R. Opland, record fee owner, the sum of $550.00,
� ;� said sLmn to be paid to the aforesaid vendor fram PIR Fund Cod.e 6000-502,(L-7145)

Lad.ies and Gentlemen:
The Council of the City of Saint Pa,ul per Council File No. 255448, approved.
September 9, 1971, a.d.opted Ordinance No. 14907 authorizing and directing
the acquisition of certain lands for the Frost Lake Recreation Site, Open
Space Land Project Nos. Minn. OS�A,-123 and Minn. OSA-129 (DL).
Pursuant to such authorization and direction, I, in m�y capacity as City
Valuation En�ineer, have secured an agreement with Dennis R. Opland, owner
of one parcel required for the said pro�ect, for purchase of his la.nd for
compensation in the amount of $550.00 which in 2qy opinion is a fair and
reasonable price. Therefore, it is recoasnended. to the Council that it author-
ize the purchase of this property in lieu of cond�mnation at the price of
$550.00 as ne�otiated with the awner.
The property herein recammended to be acquired is more paxticularly described
in the resolution submitted herewith for your consideration and action.
