1 Supporting the Fatherhood Movement
2 WHEREAS, growing numbers of children in our nation live in family and community environments that might be
3 called "radically fatherless."; and
4 WE3EREAS, these children are being raised by single mothers, grandparents or in foster homes; and although
5 WHEREAS, single mothers, grandparents and fosterpazents do provide, to the best oftheir ability, loving, protecrive
6 and nurturing environments; and
7 WHEREAS, studies haue shown that children who grow up in a household with only one biological pazent are worse
S off, on average, than children who grow up in a household with both biological parents, regardless of the parents'
9 race or educational background, regardless of whether the parents are married when the child is born; and
10 WHEREAS, there are boys and young men who, without the protection and guidance of fathers, struggle each day
11 to figure out what it means to be a man, improvising for themselves expedient, and too often violent and self-
12 destructive codes of manhood; and
13 WHEREAS, there aze little girls and young women who, facing life without the first men who should have loved
14 them and stayed with them, struggle to develop a sense of their own self-worth; and
15 WHEREAS, compared to children with both pazents at home, children who live apart from their fathers are five times
16 more likely to be poor, and children who live apart from their fathers are also much more likely to do poorly in school
17 and twice as likely to drop out of school; and
18 WFIEREAS, the Fatherhood Movement, derived from the Institution of Fatherhood, seeks to reverse the trend of
19 father absence both nationally and among African Americans in particulaz, and also seeks long-term efforts anned
20 at eliminating all political, economiq social and cultural forces that are separating fathers from their children; now
21 therefore be it
22 RESOLVED, that the Saint Paul City Council does support the goals of the Fatherhood Movement which urges
23 fathers to take active rolls in the lives oftheir children and supports the removal of culturai, political, economic and
24 social barriers that keep fathers from participating in their children's lives; and be it further
25 RESOLVED, that the Saint Paul City Council does applaud all fathers who play active and loving roles in the lives
26 of their children and encourage them to serve as mentors to other fathers and young men who are not now actively
27 involved in nurturing their chiidren.
