1 Resolution Endorsing Saint Paul Housing Production Plan 2002-2005, Establishing the Mixed Income
2 Housing Fund and Authorizing the Use of STAR Funds for Housing
3 WI�REAS, the City of Saint Paul is committed to the production of 5000 housing units over the next four
4 yeazs, at least 1000 of which will be affordable to households with incomes below 50 percent of the re ig onal
5 median and half of those affordable to households with incomes below 30 percent of the regional median. (the
6"Project") which is fiu described in E�ibit A; and
7 WHEREAS, it is necessary to establish the Project, cailed the Saint Paul Housing Producrion Pdan 2002-2005
8 within the City's Capital Improvement Budget; and
9 WIIEREAS, the Mayor and City Council support masimizing the use of City funds to complete the Project by
10 leveraging funds from other government agencies, non-profit organizations, foundafions, private lenders and
11 developers; and
12 WHEREAS, the Mayor and City Council support the use of STAR funds for the Project; and
13 WHEREAS, the Mayor and City Council wish to establish the Mixed Income Housing Fund, as fiirther described
14 in E�iibit B; and
15 WFIEREAS, the Mayor and City Council are committed to meering the guidelines for the construction of lower-
16 income affordable housing included in the Housing Plan, a chapter of the Saint Paul Comprehensive Plan, in
17 completing the Project; and

21 NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council hereby endorses the Saint Paul
22 Housing Production Plan 2002-2005 for the production of 5000 units, at least 1000 of which will be affordable
23 to households with incomes below 50 percent of the re�ional median and half of those affordable to households
24 with incomes below 30 percent of the regional median. attached as E�ibit A; and
25 BE IT FI3RTHER RESOLVED that the City Council approves the creation of the Mixed Income Housing Fund
26 and ' the definition of elieible uses for STAR funds within the Mixed
27 Income Housin�Fund attached as E�ibit C; and

8 BE IT FURTF�R RESOLVED. that the Citv Council requests that PED submit an application for the uses
9 indicated in lines 1-3 above in July 2002 for Neighborhood STAR Cycles 8-11; and
10 BE IT FURT'HER RESOLVED, that the City Council authorizes any waivers from the Neighborhood STAR
11 Guidelines �rovided that those waivers are identified and discussed at the time the proiect is presented to the
12 Neiahborhood STAR Boazd and the Citv Council
13 ' ; and
14 BE IT FURTHER RESOLVBD. that amon� the criteria for seleetion of projects to be financed throu�h the
15 Mixed Income Housing Fund should be consistency with the Saint Paul Comarehensive Plan's policv related to
16 the dispersal of affordable housing throughout the citv:
17 BE IT FINALLY RESOLVED that the Citv Council requests the Saint Paul Department of Plannin�and
18 Economic Development (PED to prepare a report by 3eptember 30 2002 on the�ossible use of land trusts and
19 essentSal function bonds to finance the �roduction of affordable housine.
