WHEREAS� The HUD Guidelines set forth in MC3150.2 requires
local governing body approval of amendments to the Gra�t Budget
which exce�d an amount equal to 25 percent of 'the �City�-s Tast
previo�.g a�n�ua:l 1��c�e� Cfties Allocation; and
WHEREAS� It is necessary for the City of Saint Paul to allocate
and encumber all First Action Year Funds prior to the end of the
First Action Year on September 30, 1972; and
WHEREAS, Approxima.tely $725,000.00 of First Action Year Funds
ha.ve not been reallocated; and
WHEREAS, The Model ,Neighborhood Planning Council ha.s voted to
allocate any and all una.11ocated First Action Year Funds to the
construction of a Swimming Pool adjacent to the Oxford Recreation
Center at Lexington and Iglehart Avenues in Saint Paul; now, there-
fore, be it
RESOLVED, That $725,000.0@, the existing una.11ocated funds and
any other funds that becom� �na.11ocated from the Saint Paul Model
Cities First Action Yea�, be hereby allocated to the MQdel Cities
__Swimming Pool Pro j ect, and that tha.t -pro j ect be approved for sub-

NAME OF PROJECT: Summit University Swimming Pool
COMPONENT NAME: Social (Recreation)
ADMINISTERING AGENCY: Dept, of Parks and Recreation
PURPOSE AND OBJECTIVE:
This Project will offer the residen-�s of the Summit-University Community
an indoor swimming pool facility. The facility will provide recreational �
swimming programs presently unavailable in the Model Neighborhood.
OPERATION, METHOD, AND PROGRAP�I:
A. Location - The site of the proposed facility is adjacent and west
of the existing Oxford Recreation Center.
B. Size - The pool facility shall be a 25 yard, eight (8) lane
swimming pool .
C. Type - The facility shall be an indoor pool for recreational
activities. ft shall have the capacity to be opened on at least
one CI ) side onto an outdoor deck area, which shall contain a
wading pool in addition to adequate space for sunbathing.
D. Cost - a) Model Cities supplemental funds shall be made available
, in the amount of ------------------------------- $725,000.00
