WHEREAS, the Atomic Energy Commission has
discharged, without noti.ce to the people of St. Paul,
over 2400 gallons of radioacti.ve liquid waste into the
Mississippi River, and
WHEREAS, the Mississippi River is a chief
source of dririking water for the people of St. Paul
and many suburban communities, and
WHEREAS, the discharge of these radioactive
wastes presents a serious health hazard and cumulati.ve
threat to the future integrity of St. Paul's fresh water
supply, so therefore, be it
RESOLVED, that this Council, on behalf of the
people of St. Paul and in the interest of protecting our
precious resources, reaffirms its opposition to the
discharge of atomic waste products into our water

of off-site atomic waste disposal be adopted immediately.

This is in response to your inquiry of October 6 regarding the letter
from the City Clerk of the City af St. Paul to you of September 20 .
in which he enclosed a resolution by the City Council oppoeing
discharge of radioactive wastes to the Mississippi River. Specifically,
these discharges into the Missisaippi River have been from the Elk
River Reactor (ERR) plant, which is being dismantled. They have been,
and our procedures assure that they should remain, at levels which
are so low that they represent a very small fraction di the amounts
identified in the federal guidelines for radioactive effluent
releases.
It should be noted that we advised the Minnesota Pollution Control
Agency in April of this year as to the amount and concentration
of radioactive material expected to be discharged to the river
during the dismantling of the ERR. At least 48 hours prior to
each release, notice of intent to discharge was given to state
personnel and samples of the fluid to be discharged were made
available to them. The analyses made by the State are understood
to have shown activity levels generally confirming thoee reported
by United Power Asaociation, the prime contrnctor for dismnntling.
Specifically, in the case of the recent releases -- 540 gallons of
water on September 18 and 2,903 gallons of water on September 25 --
the �nount of radioactivity present was about 3x10-1�* curies per gallon.
This is less than 1% of the federal guideline. Based on environ-
mental surveys by the Minnesota Depar trnent of Health, the concentra-
tion of radioactivi�ty in the water discharged into the Mississippi
River is only a small fraction of the natural level of radioactivity
continually present in the river, i.e., the water being discharged
is less radioactive than the normal river water.

In view of the preceding and the significant additional cost which
would be involved, off-site disposal in the manner suggested by the
St. Paul City Council is not considered practicable.
