WHEREAS, Urban Renewal-Neighborhood Development Programs
provi:de viable tools for the systema.tic and comprehensive
upgrading of streets, alleys, sewers, water distribution systems,
tre� plaiit3ng, street lighting and sidewalk improvement; and
WHEREAS, these long overdue improvements should be con-
structed during the limited period of time when federal funds
are available; and
WHEREAS, experience indicates that visible improvements
to the public right-of-way provide the best incentive for
property owners to update their properties ; and
WHEREAS, it has been the policy of this Council in improve-
ment project areas funded by Urban Renewal-Neighborhood Develop-
ment Program funds to provide for a 1/3 assessment of the cost
of such local improvements to abutting property owners in "A"
or "B" residential use districts; and
WHEREAS, the City Council recognizes that the conventional
' methods and economic resources of the City are not capable of
carrying out the required actions to provide such eligible
o � renewal areas with needed improvements and desires to alter
? o the policy hereinabove referenced by eliminating all such assess-
o� Q ments for residential properties in said use districts; now,

a 3 RESOLVED, That the Council of the City of Saint Paul shall
� a adopt annually a comprehensive project improvement program for
O, � each Neighborhood Development Program area to be constructed
4" without assessment against abutting properties in "A" or "B"
residential use areas, which program shall be under tli.e sole and
exclusive direction of the Ma.yor and the Council; and be it

FURTHER RESOLVED, that pursuant to such program, the
Housing and Redevelopment Authority of the City of Saint
Paul shall be responsible for the payment of the total amount
of the cost of all such project improvements.
