In the matter of hazardous
buildings being that two story frame
six-family dwelling known and described
as 643 Dayton in the City of Sa.int Paul
and situated upon those premises legally
described as Lot 12, Block 1, Holcombe' s
Addition, according to the plat on file
and of record in the office of the
Register of Deeds in and for the County
of Itamsey, State of Minnesota.
WHEREAS, pursuant to resolution, C. F. No. 259�L47, approved
July 13, 1972, a public hearing was scheduled for 10:00 a.m. on
July 25, 1972 before the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structure located at
643 Dayton Avenue, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recommendations of the
Building Department, it is found and determined by the City Council
that according to the records and files in the office of the Register
of Deeds, the last record owners of the above described property are
Myron W. Hall, Germain Sperling and Minnesota Savings & Loan
Association; and there are no lien holders of record; and that
it is further determined that the above described building consti-
tutes a hazardous building within the definition of Minnesota
Statutes Section 463.15 for the following reasons:
,�� a. The building is standing vacant, abandoned
and is subject to being entered by un.authorized persons;
��
� b. The exterior condition of the building is as
follows: The front and rear entry steps are broken and
deteriorated. Asphalt composition siding is missing and
broken. The limestone foundation is cracked and spalled.

The foundation has sagged and the exterior walls
are bowed and settled. There is extensive deteriora-
tion of the entire exterior;
c. The inspector has been unable to gain
access to the interior of the building;
d. The building in the above condition is
beyond reasonable repair;
e. The building is unfit for human habitation
in its present condition and the above corrections must
be ma.de in compliance with the Building Code and the
Housing Code of the City of Saint Paul in order to ma.ke
the same habitable;
f. The buildin� constitutes a nuisance and a
hazard to the public health, safety and welfare because
of its physical damage, dilapidation and inadequate
maintena.nce;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statutes Sections
463. 15 through 463. 26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby
make the following order:
ORDER
1. The owners of the above described building shall ma.ke the
same safe and not detrimental to the public peace, health, safety
and welfare by ha.ving the said building razed and the materials
therefrom removed from the premises within thirty (30) days from
the date of the service of this Order;
2. Unless such corrective action is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in
the Office of the Clerk of the District Court of Ramsey County,
Minnesota, within twenty (20) 'days from the date of the service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said building will be made to the Ramsey County
District Court; -
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court, all
personal property or fixtures which may unreasonably interfere with

the razing and removal of this building shall be removed within
ten (10) days from the entry of judgment; and if not so removed,
the City of Saint Paul shall remove and dispose of such personal
property and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any
correctitFe action herein, all necessary costs expended by the
Ci�� will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above described property in the manner provided
by law.

Honorable Council:
On May 11, 1972, the City Council laid over the matter of consider-
ing the advisability of ordering the repairing or wrecking and removal
of the six-family frame dwelling on the property referred to above, un-
til August 11, 1972.
Our inspector reports that since then, there has been a fire which has
done considerable damage. This damage is so severe that the inspector
could not safely enter the building. He reports that it does not ap-
pear feasible to repair this structure.
The owners were warned of this condition on June 19 , 1972 but have not
repaired the damage. The Bureau of Public Buildings has therefore re-
quested the City Council to authorize the securing of this building
through summary abatement and is also asking whether it is the desire
of the City Council to take further action or wait until August 11, 1972 ,
the date to which the public hearing was laid over.

Gentlemen:
The Bureau of Public Buildings is herby submitting its report on the
condition of the structure at the above location.
The o�nrners of record are Myron W. Hall - fee owner, Germain Sperling
contract purchaser and Minnesota Federal Savings and Loan Association
mortgagor and the legal description of the property is Lot 12 , Block
l, Holcombe' s Addition.
This is a 2 story frame 6 family dwelling 28 ' x 46 ' x 26 ' .
The front and rear entry steps are broken and deteriorated. Asphalt
composition siding is missing and broken. The exterior of the lime-
stone foundation is cracked and spalled. The foundation has sagged and
the exterior walls are bowed and settled. There is extensive deter-
ioration of the entire exterior.
Our inspector has been unable to gain access to the interior.
The su3�ject property has been boarded up by the owner since August
17, 1971.
Inasmuch as the conditions outlined above constitute a public hazard
and the c�v,�ner has made no attempt to satisfactorily repair the damage
despite our warnings , and the continued vacant and boarded up condition
contributes a blighting influence on the neighborhood, it is the recom-
mendation of this bureau that this matter be referred to the City
Attorney' s office for razing and removal throug District Court pro-
ceedings.
