WHEREAS, the City of Saint Paul , under the provisions
of the Public Employees Labor Relations Act of 19'71, is re-
quired to meet and negotiate with public employees in appro-
priate ba�gaining units and provide for written agreements
evidencing the result o� � such bargaining; and
WHEREAS, the City has engaged and designated labor
relations consultants to implement the provisions of said
law, .through collective bargaining; and
WHEREAS, the City Council recognizes that due to the
difficulty of initially establishing appropriate bargaining
units and negotiating wage and salary rates for such units
some delay wi-11 result before final contracts will be passed
upon reflecting the Council ' s determination as to what
constitutes appropriate agreements with these employee
units , '
Now, Therefore , be it
RESOLVED� that all salary and wage increases granted
to employees of the City of Saint Paul which arise out of
negotiations or the implementation of written agreements
pursuant to the Public Employee Labor Relations Act shall
be effective as of December 22 , 1972, or any subsequent
date set by the Council when implementing the recommenda-
tions or contracts .
