RESOLVED, that the City Contractor license held by S S Contractors, Inc. d/b/a S S
Contractors, Ina (License ID Number 19980008425), located at 1360 University Avenue West in
St. Paul is hereby suspended immediately for failure to submit a bond as required for licensing.
Said suspension shall be in effect until such rime as the required bond has been submitted and
written notice of the lifting of said suspension has been provided to the licensee by the Office of
License, Inspections and Environmental Protection.
This Resolution and the action taken above are based upon the facts contained in the Apri14,
2002 Notice of Violarion letter to the licensee. The licensee did not respond to the Notice of
Violation.

Dear Sir/Madam:
Please take notice that this matter has been set on the Consent Agenda for the Council
meeting scheduled for 3:30 p.m., Wednesday, June 5, 2002 in the City Council Chambers,
Third Floor, Saint Paul City Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents which will be
presented to the City Council for their consideration. This is an uncontested matter, in that the
facts concerning the failure to submit the bond required for licensing has not been denied. As
indicated, this matter has been placed on the consent agenda portion of the City Council meeting
during which no public discussion is allowed. The recommendation of the license office will be
for the immediate suspension of your license.

Deaz Sir/Madam:
The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the city contractor license held by S& S Contractors, Inc..
The basis for the recommendation is as follows:
On February 4, 2002, at the time you paid your license fees,
you advised the Office of LIEP that you would submit the
bond required for your license within two weeks. No bond was
ever received. On March 14, 2002 the City Attorueys Office
sent you a letter reminding you that you had still not submitted
the required bond. As of today's date you have failed to
respond to that letter and currently you do not have a bond as
required for your license.
If you do not dispute the above facts, please send me a letter admitting that they are true.
The matter will then be scheduled for a hearin� before the Saint Paul City Council to determine
cvhat penalty, if any, is appropriate. You will have an opportunity to appear before the Council
and make a statement on your own behalf. The recommendation from the licensing office is for
the immediate suspension of you license until the required bond has been provided. You may
also submit the required bond to the Office of License, Inspections and Environmental Protection
immediately to take care of this matter.
If you wish to dispute the facts, you aze entitled to an evidentian� hearing before an
administrative law jud�e. If you wish to have such a hearing, please send a letter statin� that you

are contesting the facts. You will then be sent a notice of hearing with the date, time and place
for the hearing, the name of the administrative law judge, and an explanation of the procedures.
Please let me know in writing no later than Monday, April 15, 2002, how you wish to
proceed. If you have not contacted me by Monday, Apri115, 2002, I will assume that you
are not contesting the facts stated above. I will then schedule this matter for the St. Paul
City Council and have it placed on the Consent Agenda during which no public discussion
is allowed and the recommended penalty will be imposed.

license fees �vith a NSF check. You paid the license fees, late fees and NSF penalty on February
4, 2002, at which time you advised the Office of LIEP that the required bond would be submitted
