WHEREAS, the Shelter Development Corporation has
submitted a proposal for subsidized housing development
in the Jackson Street-Arlington Avenue area of the City
of Saint Paul; and
WHEREAS, such a development will aid the City in
meeting its needs to supply citizens with moderate income
housing for the elderly and market rate family housing
in this area; now, therefore, be it
RESOLVED, that the Council of the City of Saint
Paul hereby expresses its support for the proposed
development and urges the Metropolitan Council to approve
the project as submitted.

same financing as that of the elderlv. What has thusly been achieved
are realistic rents that the occupants of the public housing, those
who are motivated tov�ard upv�ard mobility and �,�ish to stay in the proximate
neighborhood, can readily afford.
The seventeen (17) acre site will be master planned urith respect
to its proposed interrelated usages, which are as follows:
1 . Approximately 200 units intended for elderly
housing in conjunction with a 150 bed nursing
home.
2. Approximately 70 units of market rate family
housing, some of w{�icf� will be subsidized under
th� blanket mortgage wits� the elderly.
3. Approximately 40,000 square feet of office
facility.
In summation, Shelter Development Cor�noration believes that
the redeeming feature to our subsidy development proposed in the City
of Saint Paul is our unique ability to achieve a subtle economic integra-
tion that makes housing onportunities realistic for the people who already
live in this area and prefer to stay. We are hopeful that your office's
interpretation of our goals as describea will reflect a meritorious
application of subsidy funds witll respect to your priorities.
