Marshall City Clerk Room 386, City Hall St. Paul, Minnesota 55102 Dear Sir: This is written in response to the appeal of the Wilder Foundation to relax the parking ratio on property located on the northwest side of West Seventh Street between Oneida and Webster Streets. This property is further described as Lots 7, 8, 9, 12, 13 and 14, Block 17, Stinson, Brown and Ramsey's Addition. This matter was heard at the April 6, 1972, Board of Zoning public hearing, at which time the staff report on file was read. A letter from the West Seventh Street Association reported that their Administrative Board voted to recommend approval of the variance. The staff said that a Corrections Depart- ment official reported that the residents of this house will normally be parolees with no legal restraint upon their having cars. Mr. Jack Young, representing the appellant, explained the Community Corrections Program. He said the program is just beginning with five present residents and twenty expected in the future. He said he doesn't expect the men in the program now to have cars but they may later if experience and success with the program so dictates, He said they usually have about five employees. The Board noted that there was enough yard area which could be converted to park- ing if the need developed. They then heard a motion to recommend approval as this is a pilot program which has not demonstrated a need for parking. The motion was seconded. During the discussion on the motion, it was stated that approval of this variance should not be construed as setting a precedent for rooming houses but that the City should help this kind of program by granting this variance. The applicant has indicated they expect a total of about 20 residents in the two buildings. C. Schmidt brewery is located just south of the Bremer House. An industrial use exists in the block west of the Bremer Houae. The Milwaukee Road �`' mainline is one block north. The residence at 855 West 7th Street is located on the north side of West 7th Street between Oneida and Webster Avenue. The residence at 855 West 7th Street is more commonly known as Bremer House and until last year was owned and operated by the Amherst H. Wilder Foundation as a residential treatment facility for emotionally disturbed children. The 1969 Session of the Minnesota State Legislature enacted a law providing for the establishment and operation of community correc- tions centers within the state for the purpose of providing housing and other correctional services to persons convicted of crimes. The Amherst H. Wilder Foundation, with the support and assistance of federal funds , intends to soon operate the residence at 855 West 7th Street as a residential community corrections program for young male adults between 18 and 30 years of age. The young men included in this program will live and eat at the residence but will participate in regular community activities which will include employment and participation in recreational activities as well as various educational pursuits .
