WHEREAS, pursuant to resolution, C. F. No. 25668�, approved December 9, 1971, a publie hearing was scheduled for 10:00 a.m. on December 30, 1971 before the Council of the City of Saint Paul said hearing pertaining to the condition of the structnres located at 986 Agate, Saint Paul, Minnesota; and WHEREAS, upon facts presented at aaid hearin� consisting of photographs , inspection reports and the recommendations of the City Architect, it is found and determined by the City Council that according to the records and files in the office of the Ramsey County Abstract Clerk, the last record owner and other parties of int�rest in the above described property are Buelah Abdo, the Department of Housing snd Urban Development and Tkin City Federal Saning� and Loan Association; and that there are no other lien holders of record; and that it is further determined that the above described building con�titutes a hazardous building Within the definition of Minnesota Statutes Seetion 1a63.15 for the following reasons : a. The building and accessory building are standing vaeant , abandoned and are sub�eet to being entered by unauthoriied persons; b . The interior condition of the building is as follows : The first floor rooms have cracked and checked plaster. The floor sags as much as Pour inches in twelve feet and doors are missing. The four rooms on the second floor and bath have cracked and checked plaster . The floors sag four inches in twelve feet and doors are off the ,jams . Some electrical fixtures are missing and the electrical wiring is in need of repairs . The dwelling is heated vith a gas forced sir Purnace. In the basement , the foundation of rubble stone Wall is in need of repair. The ceilin� height is six feet four inches . The concrete floor is broken. d. The building in the above condition is beyond reasonable repair; e. The buildin� is unfit for human habitation in its present condition a�d the above corrections must be made in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the same habitable; f. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate maintenance; g . There is a 5 x 7 foot storage shed on the property on which one half the roof is missing; now, therefore, be i.t RESOLVED, That in accordance xith Minnesota Statutes Sections 463 .15 through 463.26, and based upon the fore�oin� findings of the City Council, the Council of the City of Saint Paul does hereby make the following Order: ORDER 1. The o�rner of the above describ�d building shall make the same safe and not detrimental to the public peace , health, safety and welfare by having the �aid building razed and the materiala there- from removed from the premises Within thirty ( 30) days from the date of the service of this Order; 2. In the event that the building and accessory building is to be razed by the City oP Saint Paul pursuant to �udgment of the District Court, all personal property or fixtures Which may unreasonablyr interfere With the razing and removal of this building and accessory building shall be removed kithin ten (10) days from the entry of �udgment ; and if not so removed, the City of Saint Pa�l shall remove and dispose of snch personal property and fixtures as provided by la�►; k. AMES, City Architect 445 City Hall, 55102 223-4212 December 30 , 1971 Honorable Charles McCarty, Mayor and Members of the City Council Re: File No. 2174 986 Agate Gentlemen: The Building Department is hereby submitting its report on the condition of the structures at the above 3ocation. The owner of record is Beulah Abdo, Department of Housing and Urban Development and Twin City Federal Savings and Loan and the legal description of the property is Lot 6 , Block 1, Elbra Division. A recent inspection indicates the following: Building Classification: 24 ' x 44 ' two story single family frame dwelling. Exterior: The stairways and porches are sagging and decayed. The siding is deteriorated and pieces are missing. Doors and .window frames have rotted and the cornice is decayed. Basement: The foundation is a rubble stone wall in need of re- pair. The ceiling height is 6 ' 4" . The concrete floor is broken. First Floor: The first floor rooms have cracked and checked plaster. The floor sags as much as 4" in 12 ' . Doors are missing. Second Floor: The four rooms and bath have cracked and checked plaster. The floors sag 4" in 12 ' . Doors are off the jams. Plumbing, Heating and Electrical Systems : Some electrical fix- tures are missing and the electrical wiring is in need of repairs. The plumbing is intact. The dwelling is heated with a gas forced air f urnace. Accessory Buildings : There is a 5' x 7 ' storage shed on which one half of the roof is missing.
