WHEREAS, pursuant to resolution, C . F. No. 257679, approved March 14, 1972, a public hearing Was scheduled for 10: 00 a.m. on April �►, 1972 before the Council of the City of Saint Paul, said hearing pertaining to the eondition of the structure located at 751+ Selby, Saint Paul, Minnesota; and WHEREAS, upon facts presented at said hearing consist~ing of photographs , inspection reports and the recommendations of the City Architect , it is Found and determined by the City Council that according to the records and fil�s in the offiee of the Ramsey County Abstract Clerk, the last record owners of the above described property are Cyril and Anna Michael; and that there are no lien holders of record; and that it is further determined that the above described b�ilding constitute: a hazardous building within the definition of A�in�aesota Statutes Section 463 .15 for the folloWing reasons : a. The building is standing vacant, abaadoned and is st�b�ect to being entered by unauthorized persons; b. The exterior condition of' the building is as follovs : There are broken asbestos siding shingles on all four sides of the house. The cornice and window and door frames are decayed. The interior condition of the building is as follows : There are holes in the lath and plaster. The dining room ceilin� is saggin� from a leak in the plumbing. The stairway from the first to the second floor sags and the doors and windoWS are broken. The plumbing leaks and the electrical system is in- adequate. There is a hole in the basement concrete floor; d. The building in the above condition is beyond reasonable repair; e. The building is unfit for human habitation in its present condition and the above corrections must be made in compliance With the Buildittg Code and the Aousing Code of the City of Saint Paul in order to make the same habitable; �'. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate maintenance; g . The shed attached to the house has a hole in the wall and the boards are rotted; ? now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463 .15 through �63 .26, and based upon the foregoin� findings of the City Council, the Council of the City of Saint Paul does hereby make the following Order: ORDER 1. The owner of the above described building shall make the same safe and not detrimental to the public peace , health, safety and welfare by having the said building razed and the materials therefrom removed from the premises within thirtq ( 30} days from the date of the service oP this Order; 2. In the event that the building and aecessory building is to be razed by the City of Saint Paul pnrsuant to �udgment of the District Court, all personal property or fiatures which may un- reasonably interfere With the razing aad removal of thie building and accessory building shall be removed vithin ten (10) days from the entry of �udgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; �. The owners of record are Cyril W. and Anna Michael and the legal descrip- tion of the property is Lot 4 , Block 7 , Nininger and Donnelly's Addition. The building is a two story frame single family dwelling. There are broken asbestos siding shingles on all four sides of this house. The cornice and window and door frames are decayed. Gutters are rusted through and down spouts are missing. There are rotted boards and a hole in the wall of the shed attached to the house. The porch deck is decayed and boards are loose and broken. The basement concrete floor has a hole. There are holes in the lath and plaster. The dining room ceiling is sag- ging from a leak in the plumbing. The stairway from the first to the second floor sags. Doors and windows are broken. The plumbing leaks and the electrical system is inadequate. The subject property has been boarded up by the city since September 27 , 1971 after standing open since May 5 , 1971 and repeated attempts made to have the owner secure.
