In the Matter of hazardous buildings
being that two story frame single family
dWelling known and described as 1120 Mackubin
in the City of Saint Paul and situated upon
those premises legally described as Except
part taken for opening of' Rorton Street that
s. 65' of E 128.03' of W 288.03 ' of Lot 5b,
Wilkin and Heywards out lots , aceording to
the plat on file and o� record in the o�fice
of the Register of De�ds in and for the County .-
of Ramsey, State of Minnesota.
WHEREA3, pursuant to resolution, C. F. l�o. 257890, approved
April 3, 1972, a public hearing was scheduled for 10:00 a.m. on
April 19, 1972 before the Conncil of the City of Saint Pa�l,
said hearing pertaining to the condition of the structure located
at 1120 Macknbin, Saint Paul, Minnesota; and
�THEREAS, upon facts presented at said hearing consi�ting of
photographs , inspection reports and the recommandations of' the
City Arehitect , it is found and deter�ined by the City Council
that according to the records and Piles in the o�fice oP the Ramaey
County Abstract Clerk, the la�t recor8 ovner and other partiea of
interest in the above described property are Fred R. Young snd
Arnold e�nd Yirginia Mathwig; and that there are no other lien ha].dsrs
of record; and that it is further determined that the above deacribed
building constitutes a hazardous building vithin the definition of
Minnesota Statutes Section k63.15 for the following reasons :
a. The building is standing vacant, abandoned
and is subJ�et to being entered by unanthorized per�ons ;
b. The exterior condition of the building is
as follows: The chimney is in need of repairs. The
asphalt siding is missiag in numerous plaee� and the
roof i� in poor condition. �he steps on the south
side are settling and cracked;

c . The interior condition of the building is
as follows : The first floor �oists are sagging
due to not being supported in the center. There
is improper framing around the chimney. The plaster
is cracked on the Walls and ceilings and is loose
in an area near the chimney. The windows , including
the frames , are broken and missing. The floors are
sagging. There is a hole in the kitchen ceiling.
On the second floor some of the 3oists are damaged
by fire. The floors are sagging and the plaster is
cracked and falling. There is no handrail on the
stairs and there is a broken step. There is a hole
in the attic ceiling and there is still evidence of
a fire at one time. The electrical wiring is illegal
and inadequate; the plumbing is old and vandalized;
it is not properly vented and there is evidence of
seWer gas . �Tater is provided from a �ell on the
property. The foundation Walls are crumbling and
mortar is missing between blocks on the center wall.
d. The buildin� in the above condition is beyond
reasonable repair;
e. The buildin� is unfit for human habitation
in its present condition and the above corrections
must be made in compliance with the Building Code
and the Housing Code of the City of Saint Paul in
order to make the same habitable;
f. The building constitutes a nuisance and a
hazard to the public health, safetp and Welfare
because of its physical damage, dilapidation and
inadequate maintenance;
� . There is a leanto shed in the rear, the
roof of �rhich is rotted and the steps in it are in
poor condition;
now, therefore, be it
RESOI,VED, That in accordance with Minnesota Statutes Sections
k63.15 through �+63.26, and based upon the foregoing findings of
the City Council, the Council of the .�City of Saint Paul does hereby
make the folloWing Order:
ORDER
1. The owner of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the said building razed and the materials
therefrom removed from the premises within thirty ( 30) days from
the date of the service of this Order;

R. Unless such corrective action is taken to compl�r �ith this
Order or an answer served upon the City of Saint Paul and filed in
the oPfice of the Clerk of the District Court oF Ramsey County,
Minnesota, �ithin twenty (20) days from the date of the serviae of
this Order, a Motion for Sumrsary Enforcement of this �rder to raze
and remove the said building will be made to the Ramsey County
District Court;
3. In the event that the building and accessory building is
to be razed by the City of Saint Paul pursuant to �udgment of the
District Court, all personal property or fixtures Wfiich may un-
reasoaably interfere with the raxing and removal oP this building
and aecessory building shall be removed Xithin ten (10) days from
the entry oP �udgment ; and if not so removed, the City of Saint
Paul shall remove and di�pose of such personal property and fixtures
as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
aetion herein, all necessary costs expended by the City Will be
assessed against the above described real estate and collected as
other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incarporated Order herein be served upon the last record owners
of the above described property in the manner provided by lav.

Gentlemen:
The Bureau of Public Buildings is hereby submitting its report on the
condition of the structure at the above location.
The owners of record are Fred R. Young - fee owner and Arnold and
Virginia Mathwig - contract purchaser. The legal description of the
property is except part taken for opening of Norton Street the S. 65'
of E 128. 03 ' of W 288. 03 ' of Lot 54 , Wilkin and Heywards Out Lots.
The building is a two story frame single family dwelling.
The chimney is in need of repairs, asphalt siding is missing in num-
erous places and the roof is in poor condition. The front porch is
sagging and the trim is in poor condition. The steps on the south
side are settling and cracked. The roof of the leanto shed in the rear
is rotted and the steps in it, which are 28" wide are in poor condition.
The foundation walls are crumbling, mortor is missing between blocks on
the center wall. The first floor joists, which are 2" x 8" - 2 feet on
center, are sagging due to not being supported in the center. There is
improper framing around the chimney.
The first floor plaster is cracked on the walls and ceilings and is loose
in an area near the chimney. The windows including the frames are broken
and missing. The floors are sagging. There is a hole in the kitchen ceil-
ing. 5ome of the second floor joists are damaged by fire.
On the second floor the floors are sagging and the plaster is cracked and
f alling. There is no handrail on the stairs . There is a broken step.

The attic has a hole in the ceiling and still shows evidence of a
fire at one time.
The electrical wiring is illegal and inadequate. The plumbing is
old and vandalized. It is not properly vented and there is evidence
of sewer gas. Water is provided from a well on the property.
The subject property has been boarded up by the city since December
9 , 1971.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the damage
despite our warnings , and the continued vacant and boarded up condition
contributes a blighting influence on the neighborhood, it is the recom-
mendation of this bureau that this matter be referred to the City Attor-
ney' s Office for razing and removal through District court proceedings.
