and situated upon those premises legally

on file and of recerd in the ofPi�e of
the Register of Deeds in and for the County
of Ramsey, State of Minnesota.
WHEREAS, pnrsuant to resolution, C . F. No. 2571+61, approved
February 18 , 1972, a public hearing was scheduled for 10: 00 a.m.
on March 8, 1972 before the Council of the City of Saint Paul,
said hearing pertaining to the condition of the structnre� located
at 874 Carroll, Saint Paul, Minnesota; and
WHTREAS, npon facts presented at said hearing aonsisting of
photographs , inspection reports and the recommendatio�as of the
, City Architeet , it is found and determined by the City Couacil
that se�ordimg. to the records and files in the of�ice of the

described property is Eugene A. Martin; and that there are t10 =-
other lien holders of recvrd; and that it is fnrther determined
that the above described building constitutes a hazardous buildiag
within the definition of Minnesota Statutes Section 463.15 t'or
the Yolloving reasons :
a. The building and aecessory building are
standing vacant , abandoned and are sub�ect to
being entered by �nauthorized persons ;
b. The exterior eondition of the building is
as follows : �he entire exterior is rotted or burned,
including the roof, porches, stairvays , siding,
cornice and door and window frsmes. The chimney is
in aeed of pointing;

c . The interior condition of the building is
as follows : Entire house has been gutted by fire.
d. The building in the above condition is
beyond reasonable repair;
e. �he building is unfit for human habitation
in its pr�sent condition and the above corrections
must be made in compliance with the Building Code
sad the Housing Code of the City of Saint Paul in
order to make the same habitable;
� f. The building constitutes a nuisance and a
hazard to the public health, safety and welfare
because of its physical damage, dilapidation and
inadequate maintenance;
� . There is a 10 x 16 foot frame garage on
the property which has a rotted roof with holes .
The siding and doors and windoWS and their frames
are also rotted;
now� therefore, be it
RESOLVED, That in accordance with Minnesota Statutes Sections
�63.15 through 463.25 , and based upon the foregoing findings of
the City Council, the Council of the City of Saint Paul does hereby
make the following Order:
ORDER
1. The owner of the above described buildings shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the said buildings razed and the materials
therefrom removed from the premises within thirty ( 30) days from
the date of the service of this Order;
2. Unless such corrective action is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in
the Office of the Clerk of the District Court of Ramsey County,
Minnesota, within twenty ( 20) days from the date of the service of
this Order, a Motion Por Summary Enforcement of this Order to raze
and remove the said buildings Will be made to the Ramsey County
District Court .
3 . In the event that the building and garage are to be razed
by the City of Saint Paul pursuant to �udgment of the District Court ,
all personal property or fixtures whieh may unreasonably interfere

with the razing and removal of these buildings shall be
removed within ten (10) days from the entry of �udgment; and
if not so removed, the City of Saint Paul shall remove and
dispose of such personal property and fixtures as provided
by law;
4. Zf the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs eupended by the
City xill be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon the last record
oxner of the above described property in th� manner provided
by law.

Gentlemen:
The Building Department is hereby submitting its report on the condition
of the structures at the above location.
The owner of record is Eugene A. Martin and the legal description of the
property is Lot 4 , Block 3 , Stone and Rogers Addition.
A recent inspection of the one and one half story frame single family
dwelling indicates that the entire exterior of the house is rotted or
burned, including the roof, porches , stairways , siding, cornice and
door and window frames . The chimney is in need of pointing.
The interior of the house has been gutted by fire.
The 10 foot by 16 foot frame garage has a rotted roof with holes . The
siding and doors and windows and their frames are rotted.
The subject property has been boarded by the city since August 11 , 1971.
Inasmuch as the conditions outlined above constitute a public hazard and
add a blighting effect to the neighborhood and the owner has made no
attempt to satisfactorily repair the damage despite our warnings , it is
the recommendation of this bureau that this matter �e referred to the
City Attorney' s office for razing and removal through District Court
proceedings.
