RESOLUTION REQUESTING THE PUBLIC WORKS DEPARTMENT TO IMPLEMENT A THREE
MONTH EVALUATION OF THE EXTENDED TWO-LANE OPTION
FOR THREE MONTHS DURING Tf� ONE YEAR STUDY OF
AYD MILL ROAD AND 35E CONNECTION
WFIEREAS, the Ayd Mill Environmental Impact Statement (EIS) was undertaken in 1999 in order to study the
effects of Ayd Mill Road on tr�c, noise and air pollution within a study area bounded by Randolph Avenue,
Fairview Avenue, Sherburne Avenue and Victoria Avenue; and
4 WHEREAS, the EIS considered the effects of six possible alternatives, ranging from a lineaz park to a four-lane
connection with bridge ramps; and
6 WHEREAS, the Saint Paul City Councii endorsed by resotution, on Aprii 4, 2000, the two-1ane extended option
7(Alternative 4) as the preferred alternative far the Ayd Mill Road Environmental Impact Statement; and
8 WHEREAS, the City Council selected this alternative because it offers similartraffic reductions to other connecfion
9 alternatives while fiuther enhancing community amenities and minimizing the potenrial increased use of the Ayd
10 Mill Road study area as a connector for commuters outside the study area; and
11 WHEREAS, the Mayor notified the City Council in a]etter dated May 2, 2002 that the Public Works Depariment
12 will be implementing a one-year test which will connect Ayd Mill Road to Interstate 35E; and
13 WHEREAS, this study will collect quantitative and qualitative data in arder to assess the merits of the connection;
14 and
15 WHEREAS, the evaluation currenfly involves testing Ayd Mill Road as a four-lane road rather than the tcvo-lane
16 extended option selected by the City Council in Apri12000; now therefore be it

17 RESOLVED, that the Sa t Paul City Council requests that the Mayor's Administration through the Public Works
18 Department � extended two-lane opfion for three months as part of it's one-year study of the Ayd Mill
