WHEREAS, The Metropolitan Council is in the process of formulating a
guideline for determining metropolitan benefits; and has proposed certain
alternative policies for this purpose; and
WHEREAS, St. Paul strongly supports the adoption of the Alternative A
Policy, with certain modifications, for determining these metropolitan benefits
as intended by the Metropolitan Sewer Act;
WHEREAS, We oppose any b�oad all-inclusive definition of inetropolitan
benefits as being contrary to the intent of the law, and as being in co�flict
with other existing policies for aitocation of sewer costs and as being an
economic liability to our sewer service area; and
WHEREAS, We believe that all metropolitan benefits as determined under
Alternative A should have their costs calculated yearty as provided for in
Metropotitan Benefit Cost Allocation Method 2; and
WHEREAS, We believe that projects fitting the description of inetropolitan
benefits as defined in Alternative A but were constructed in the past, should
also be financed on a metropolitan wide basis; therefore, be it hereby
RESOLVED, That the City of St. �aul strongly urges the"Mletropolitan Council
to adopt Alternative A with the follawing modifications as its policy for
determining metropolitan benefits:

�' 1. A provision for retroactivity should be included;

°¢ ? 2. The fourth word '4nay" in the policy statement should be cha�ged
to "sha11" making the determination of inetropolitan benefits as
;� defined, required;

" � 3. All key elements of Alternative A should be included as a written
part of the metropolitan benefit policy;
' 4. Criteria for estabtishing what is considered to be "substantial use"
of a resource by the public must be in writing and inctuded in the
guideline. These criteria shoutd insure that use of a resource
designated as a metropolitan benefit will not be restricted to any

RESOLVED, That Metropolitan Benefit Cost Allocation Method 2 be adopted
for determining cost apportionment; and be it finally
RESOLVED, That copies of this resolution be sent to the Metropolitan
Council and to its Sewer Board.
