AMENDATORY APPLICATION GRANT CONTRACT FOR
CODE ENFORCEMENT PROGRAM MINN. E-2
WHEREAS, the Uniform Relocation Assistance and Real Property Acquisition Policies
Act of 1970 and the rules and regulations prescribed by the Departrr�ent of Housing and
Urban Development pursuant thereto provide for additional acquisition expenses and
relocation assistance and payments in addition to those previously authorized for payment
by the Federal Government; and
WHEREAS, it is necessary and in the public interest that in the carrying out of.
the Arr�ndatory Application Grant Contract For Code Enforcement Program Minn. E-2 identified
above reimbursement of certain litigation expenses, expenses incidental to transfer of
title and relocation payments be made and relocation assistance be provided in accordance
with and to the full extent permitted by law and the regulations governing such payments
and assistance, and that the City of Saint Paul , Minnesota avail itself of financial
assistance pursuant to this law for this purpose.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF SAINT PAUL,
MINNESOTA thaAr'an Amendatory Application on behalf of the City of Saint Paul , Minnesota
for an increase in the loan and capital grant to make reimbursement of certain litigation
expenses, expenses i nci dental to transfer of ti t,�e..aq,d ,re]oca�i Qp payrr�nts and to provi de
relocation assistance in accordance with and to the full extent permitted by law and
regulations governing such payments and assistance is hereby approved, and that the Mayor
as representative of the City of Saint Paul , Minnesota is hereby authorized and directed
to execute and to file such Amendatory Application with the Department of Housing and
Urban Development, to provide such additional information and to furnish such documents
as may be required by said Department, and to act as the authorized representative of
the City of Saint Paul , Minnesota.

Dear Members of the Council :
On January 2, 1971 , the Uniform Relocation and Real Property Acquisition Policies Act of
1970, Public Law, 91-646, 91st Cong. S.1 , 84 Stat. 1894, was enacted by Congress with
respect to all Federally assisted programs including code enforcement programs. The Act
liberalized relocation benefits including the housing replacement payment for homeowners
displaced by program activities such as condemnation of substandard and hazardous build-
ings. The Act further directed the Federal administrators to amend grant contracts to
cover the full costs of these benefits for programs under contract prior to the effective
date of the Act.
Find enclosed an S-1 Amendatory Budget Request for the Minn. E-2 Program in the amount of
$1 ,459,578 transmitted for Council consideration. Upon Council approval assurances must
be given HUD as to City compliance with the provisions of the Act.
