RESOLVED� That the Ma.yor, Director of the Model Cities
Department, City Clerk and the Comptroller are hereby authorized
and directed to execute Operating Agreement between the City and
Help Encourage Local Progress in the Summit-University Area� Inc. �
(H.E.L.P.) said contract pertaining to the Loca.l Development
Corporation program to be administered in the Model Neighborhood
' with the aid of Model Cities' supplemental funds and in accordance
with the terms and conditions contained therein.
