1 Whereas, In 1998 the national average voter turnout was 36 percent, the lowest since 1942; and

2 Whereas, A February 1999 study, commissioned by the Secretaries of State, revealed Che following: one of the
3 lowest priorities of young people, aged 15-24, was being a good citizen by voting; only 20 percent of the 18-24-
4 year-old age group voted in the 1998 election; and
5 Whereas, Mare than half of young people said schools do not give them enough information to vote; and
6 Whereas, Forty-six percent of the young people said they seldom spoke to their parents about politics; and
7 Whereas, In 2000 half of all U. S. Citizens stayed away from the polls despite a hotly contested Presidential
8 election; and
9 Whereas, More than 50 percent of all American children are living in households where no adult votes; and
1Q Whereas, Of those people who voted, only 17 percent were young adults; 18-29; and
11 Whereas, The United States now ranks 139th out of 163 democracies in the rate of voter participation; and
12 Whereas, The Kids Voting Saint Paul program provides K-12, grade specific curriculum and teacher training to
13 schools; and
14 Whereas, Students in each grade are taught the basics of voring history and the principles on which our
15 democracy is founded through exciting, hands-on lesson; and
16 Whereas, Students experience consensus building, group problem solving, living with the consequences of a
17 vote and what it is like to not have a vote; and
18 Whereas, Students accompany mom and dad to the polls and vote on a special KIDS VOTING ballot; and
19 Whezeas, Saint Paul businesses, civic groups, governmental entities and volunteers haue added their support to
20 KIDS VOT'II�iG SAINT PAUL;
21 Now therefore, the Saint Paul City Councii adds its support to HIDS V OTING SAINT PAUL.
