La�v Enforcement Impaired Rider Agreement

THIS CONTRACT, made this 17-day of April 2002, by and between Comprehensive Safety
Systems, Inc., 8251 Main St. NE Suite 102, Fridley, Nlinnesota 55432, hereinafter referred to as
CSS, and St. Paul Police Dept., Traffic and Accident Unit, 100 East Eleventh St., St Paul, NLV
5� 101, hereinafter referred to as the Contractor,
WHEREAS, the Contractor has submitted a Proposal at the request of CSS to have select officers
attend a DWI Detection of Motorcyclists Workshop for which the Contractor will be reimbursed at
their re�ular pay rate for a maximum of ten (10) approved ofFcers who have previously compieted
the Standazdized Field Sobriety Testin� Course; and
WHEREAS, the Contractor will host the D�VI Detection of Motorcyclists Workshop at an
appropriate facility and meetin� room for no fee, and CSS will provide the materials and presenters
at no fee; and
WfIEREAS, required approval has been secured from the local governing body and a�ency
management; and
WI�REAS, this Contract is executed by CSS under the authority of the Bylaws.
NOW, THEREFORE, it is hereby agreed as follows:
1. The Contractor shall provide the facility and/or meeting room, and up to ten officers who have
previously completed the Standardized Field Sobriety Testing Course.
2. The Contractor shall provide a roster of attendee's names and Peace Officer License Numbers
for those officers completin� the DWI Detection of Motorcyclists Workshop. Officers who
attended this training in 2001 are welcome to attend in 2002, but aze not required to aYtend. All
those in attendance at this training will receive one hour of P.O.S.T. credit.
3. The Contractor shall provide the officers/vehicles to conduct the Impaired Rider Campaign on
Friday and Saturday, 7une 14�' and 15`"; Friday and Saturday, June 28`� and 29�'; and Friday
and Saturday, July 12t and 13`".
4. The Contractor shall provide documentation of the number of contacts with suspected impaired
motorcyclists and the number of citations written for impaired riding. This documentation will
be recorded on a form provided by CSS. This documentation shall be provided to CSS by July
31, 2002. The invoice is due no later than Aueust 31, 2002. This report will include the
number of enforcement hours, number of tows, number of arrests and what for (i.e., outstanding
warrants etc.), number of DWI arrests (notin� misdemeanor and gross misdemeanor), speeding
warnings, speeding citations, other equipment wamings, other equipment citations, and number
of other warnings and other citations.
5. CSS shall provide reimbursement at the regular rate of pay for up to 10 officers who attended
the DWI Detection of Motorcyclists Workshop.
6. CSS shall provide a maximum reimbursement of $60 per hour ($40/hour overtirne pay and
$20/hour vehicle expense).
7. The Contractor shall complete the required paperwork so that each officer can receive P.O.S.T.
credit for attending the one-hour D`VI Detection of Motorcyclists Workshop conducted by
CSS.
