and Conway Streets, more particularly described as follows:
Lots 11, 12, 13, 14, 15 and 16,
Block 38, Lyman Dayton's Addition;
all in accordance with plans dated Received September 29,
1971; subject to the applicant' s meeting the design standards
set forth in Section 60.23 of the Saint Paul Zoning Code; and
further subject to the condition that said applicant-permittee,
and its successors and assigns, shall make due compliance with
all applicable provisions of municipal ordinances, state statutes

Dear Sir:
This is written in response to the application of Country Club
Markets, Inc., for a permit to install a 56-car parking lot to be
used in conjunction with a supermarket on property located on the
east side of Maria between Third Street and Conway Street. This
property is further described as lots 11-16, Block 38, Lyman
Dayton's Addition.
This matter was heard at the March 16, 1972, Board of Zoning public
hearing. In response to a question from the Board, the staff reported
that the plan does not meet design standards as it does not provide
for the eight-foot buffer as required by ordinance and should provide
additional dimensions. The staff reported that the applicant had
been contacted and had been requested to revise the plan but was told
that the Board should act on the plan originally submitted.
The Board heard a motion to reco�nend denial of the permit as it does
not meet design standards. The motion was seconded and carried by a
vote of 5 to 0.

A. HISTORY: On October 22, 1949, a parking lot permit was granted for the
original site (lots 13-16 of this block) . In 1957 an appeal to allow a
parking lot on the "B" Residential portion of Lots 11 and 12, and a permit
for that parking lot was considered but the appeal and application were
withdrawn. On March 9, 1972, the City Council voted to draft an amendment
rezoning the "B" Residential portions of this site to Commercial.
B, AREA Zo1VING: Maria and �hird Street frontage is zoned Commercial, The
area southwest of the Comanercial district along Maria is "C" Residential,
The rest of the area is "B" Residential.
C, DESIGN STANDARDS: The plan originally submitted lacked provision for an eight-
foot buffer as well as lacking certain dimensions and was inaccurately
scaled. The staff suggested to the applicant a 56-car plan which would
meet design standards contingent upon exact dimensions and locations of
the existing curb cuts. Revised plans have not been received.
D. FRONTAGE AND AREA; The area covered by the parking lot has a frontage
along Maria Street of 198 feet and a frontage along East Third Street of
120 feet for an area ot 23,760.
E. TRAFFIC ENGINEER'S REPORT: The Traffic Engineer simply replied that the
new driveway should be constructed 26 feet wide.
F. SITE CONDITIONS: The subject property is level and in use as a parking
lot used in conjunction with a supermarket.
G, AREA CONDITIONS: The adjoining properties to the south and east are devel-
oped with older residential structures. West across Maria Avenue and north
across East Third Street the development is Commercial. Third Street and
Maria Avenue are bus routes.
