WHEREAS,, The We;s eventh Street A sociation, the Summit
Hill Association and' the Ramsey Hill Association as well as other
residents are strongly opposed to the Construction of I 35 E be-
tween West Seventh Street and the State Capitol in any form and
in particular to numerous features of the freeway which will be
extremely ha.rmful to thei.r neighborhoods, homes and families,
including specifically:
1. Projected noise levels of in excess of 60 decibels
within 500 feet of the freeway and greater noise
levels closer affecting ma.ny schools, hospitals,
parks and playgrounds as well as homes;
2. Every interchange between West Seventh Street and
Kellogg Boulevard which will substantially alter the
traffic patterns in the .area and turn many resi-
dential streets into heavily traveled feeder lines;
�, 3. La.ck of safety of design because of excessive curves,
j grades and bridges, where the freeway is at or above
ground level, which will lead to vehicle accidents

WHEREAS� An adequa.te alternative location exists for access
to the downtown Saint Paul business district and for truck traffic,
along the route of Shepard Road; and
WHEREAS� The currently planned location could be more effec-
t�,vely used for residential and commercial purposes and for an
efficient mass transit system to carry the residents to and from
the downtown area; and
WHEREASr No comprehensive study or public hearings on the
needs of the area and the desirability of the specific route have
been held for ma.ny years and previous studies are obsolete because
of substantial new evidence tha.t freeways through cities cause
substantial and uncontrollable noise and air pollution� destroy I�
property values and neighborhoods and create serious safety hazards;
now, therefore, be it
RESOLVED� That the Council of the City of Saint Paul is
opposed to the construction of Interstate 35 E between West Seventh
Street and the State Capitol as currently located and planned�
and strongly urges the State Highway Department to immediately stop
all construction and bids until such time as an in-depth study ha.s
been conducted by the Highway Department together with the Metro-
politan Transit Commission� Metropolita.n Council and the Saint Paul
City Planni.ng Department� including public hearing, to establish
alternate routes for the construction of Interstate 35 E a�d, alter-
na.te uses of this land; and be it

Dear Commissioners:
Pursuant to the authority contained in the charter of the
city of Saint Paul, I herewith veto and return to this council
C.F. 258276 , adopted the 20th day of April 1972 .
It is my considered judgment that the passage by this council
of the aforementioned council file is a completely and totally
irresponsible act on the part of public officials and, further,
an action that can only be considered as one detrimental t�o
the government of the city of Saint Paul and the total community.
This resolution was passed without an adequate hearing being
given to any viewpoints other than the proponents of said
resolution. This resolution squarely puts this council on
record as having prejudged, without public hearing, any final
plans relative to the construction of the balance of
Interstate 35E not yet under contract.
There can be no question but what improvements can be made
relative to noise, pollution and other matters in the final
planning of the last stage of Interstate 35E. However, these
highly desirable ends do not justify, in my judgment, the
means attempted by this council in adoption of C. F. 258276 .

The earliest layouts t could find were at the Minnesota Nighway De-
• partment and dated 1943. These were for an expressway type facility, and
had several at-grade intersections. There was considerable tax forfeited
land available at t'hat time along this route.

, Beginning about 1955 the layouts were changed to provide grade sep-
arations and freeway type access. The decision to go over Ramsey St. is
� based on saving both Children' s Hospital and Lindsey School . The soil
condition along the bottom of the bluff supplementSthis decision.
The present program for construction is as follows:
October 1g72: Take bids for construction of Kellogg Bivd. , John
Ireland Blvd. to Seventh St.
Fall 1973: Compiete grading and bridge construction between West
Seventh St. and Duke St.
Spring 1973: Take bids to grade, pave and construct bridges between
Ninth St. and Duke St.
Spring 1g73: �i Take bids to pave between Seventh St. and Duke St.
It appears that any large engineering investigation involving the City,
Minnesota Highway Department and the Federal Highway Administration would
delay this project for one to two years,
There are alsa many intermediate approvals between these dates in-
volving approval of bridge designs, minor alignment changes, etc. .
