The City of Saint Paul seeks a Human Resources Director to lead the merger of the City's offices of Human Resources, Affirmative Action, and Labor Relations. Responsibilities include: Directing the staff, budget, and operations of the merged o�ces; directing the City's comprehensive human resource programswhich include: recruitment and selection, employee records and certifications, ciassification and compensation, employee and labor relations, training and organizational development and affirmative action; and related work as assigned. The person in this position advises the Mayor, City Council, department directors and City managers and supervisors on all aspects of human resource and labor relations, while ensuring compliance with the merit system and 25 different collective bargaining agreements. Desired competencies include: strong managerial skills, comprehensive knowledge of human resources, labor relations and affirmative action; demonstrated ability to plan, communicate and implement systemic changes, as well as to solve problems and make decisions. The successful candidate will exhibit outstanding interpersonal and leadership skills. The Human Resources Director is responsible for a combined human resources, labor relations, and affirmative action staff of 30 FTEs and an annual budget of over $3 million. The total City workforce is 2,762 full-time and 523 part-time employees represented by 25 bargaining units, as well as temporary and seasonal employees. The Human Resources Director position is an unclassified and unrepresented position which reports to, and serves at the pleasure of, the Mayor.
