Preliminary and Final Plat Approval for Great Northern Business Center
R'HEREAS, Saint Paul Port Authority has submitted for City Council approval the attached preliminary and
final plat for subdivision of properry in the azea bounded by Topping, Como, Burlington Northem Tracks and Dale,
to create 4 industrial lots and 2 industrial outlots; and
8 WHEREAS, staff in appropriate City departments have reviewed the proposed plat and have found that it can
9 meet the requirements set forth in Saint Paul Legislative Code Chapter 67 provided that certain condirions
10 recommended by staff aze incorporated into the plat; and

12 WHEREAS, notice of a public hearing on the proposed plat to be held before the City Council was duly
13 published in the official newspaper of the City, and norices of the public hearing were also mailed to each owner of
14 affected properly including all property situated within 350 feet of the subject properiy; and
15
16 WHEREAS, the City Council conducted a public hearing on the proposed plat on Apn124, 2002, where all
17 interested parties were given the opportunity to be heazd and the Council considered all the facts and
18 recommendations conceming the plat;

NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached
preliminary and final plat for Great Northern Business Center, for azea bounded by Topping, Como, Burlington
Northem Tracks and Dale, to create 4 industrial lots and 2 industrial outiots, subject to the condition that the
applicant shall file a copy of the Council Resolurion approving the piat with the Ramsey County Recorder's Office.

subdivision of property in the azea bounded by Topping, Como, Bur�on Northem Tracks, and Dale, to
create 4 industrial lots and 2 industriai ouflots. Attached aze the staff report and the prelinrinary and final
plat for your consideration. Subject to the condition recommended in the attached staff report, this
application meets all subdivision requirements and stag recommends approval of the prelnninary and final

PURPOSE: Subdivision by preliminary and final plat (Great Northem Business Center) to
create 4 industrial lots and 2 industrial outlots.

SURROUNDING LAND USE: Mix of single-family residential, duplexes, commercial,
industriai, and vacant land.
E. ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2'/z acres or less in size, or (2) requires
paved streets, alleys and other public improvements, or (3) is previously unplatted land.
§67.406 provides criteria for review of subdivision applications. These criteria are covered
below under "Required Findings."
F. HISTORY/DISCUSSION: Planning for the Great Northem Corridor began in 1996. The
"Great Northem Corridor—A Community Vision" plan was developed in 1997 and was
referenced in the Land Use Chapter of the Comprehensive Plan. A site plan was approved
for Custom Drywall, a new business on the site, in 2001.

DISTRICT COUNCIL RECOMMENDATION: None received.
REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the following
findings shall be made prior to approval of a subdivision:
� 1. At{ the applicable provisions of the Legistative Code are complied with. City staff
have reviewed the proposed plat and have determined that ail applicable provisions of
city codes are met.

2. The proposed subdivision will not be detrimental to the present and potentiai
surrounding land uses. The proposed plat is consistent with the surrounding Iand
uses, and will not be detrimental to present and future use of surrounding land.
3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision. The area
surrounding the proposed plat is already developed and compatible with the proposed
plat.
4. The subdivision is in conformance with the comprehensive plan. The subdivision is
in substantial conformance with the land use chapter of the comprehensive plan, which
states in objective 6.6, 'The City and the Port Aufhority should support and work to
implement the Great Northem Corridor Community Vision of 1997 and should support
further redevelopment planning for more sites along the corridor."
5. The subdivision preserves and incorporates the site's important existing natural
features whenever possible. The site has been used as industrial land for decades
and has with no important natural features.

6. Ail land intended for building sites can be used safely without endangering �
residents by perii from floods, erosion, continuously high water table, severe soil
conditions or other menace. The site has gone through soil remediation by the Port
Authority. The Port Authority plans to retain ownership, in perpetuity, of the two outlots
where contaminated soil is buried. Contaminated soil will also be buried undemeath
Topping Street, which has been approved by Public Wor�cs Department.
7. The subdivision can be economically served with public facilities and services.

STAFF RECOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the preliminary and final plat for Great Northem Business Center bounded by
Topping Street, Como Avenue, Burlington Northem tracks, and Dale Street, subject to the
condition that the applicant shall file a copy of the Council Resolution approving the plat
with the Ramsey County Recorder's O�ce.

The Port Authority is nearing completion of redevelopment of the Great Northern Business
Center, Phase I. As you know, the Port Authority plans to retain ownership, in perpetuity, of
two outlots, where contaminated soil is buried, as an approved disposal remedy by the
Minnesota Pollution Control Agency.
•
The Saint Paul Port Authority is seeking and wiil ascertain a Certificate of Completion on the
business center property, a No Action Letter on the two berms which are outlots A and B, and,
a No Action Letter on Topping Street, where addi#ional contaminated soil is buried.
The disposal of contaminated soii undemeath Topping Street has been approved by the City
of Saint Paul Department of Public Works pursuant to terms and conditions contained in a
letterfrom the Public Works Department.
We believe that using public rights-of-way and other berms as disposal sites for contaminated
soii is a cost effective and safe way to save public funds in the redevelopment of
contaminated sites. ft is becoming more standard today, through out the Twin Cities area,
and we plan on implernenting these activities in the future in consultation with the City's Reai
Estate DeQartment and the City's Department of Public Works.
