ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1) creates five or more lots or parcels each of which is 2'/z acres or less in size, or (2) requires paved streets, alleys and other public improvements, or (3) is previously unplatted land. §67.406 provides criteria for review of subdivision applications. These criteria are covered below under "Required Findings." F. HISTORY/DISCUSSION: Planning for the Great Northem Corridor began in 1996. The "Great Northem Corridor—A Community Vision" plan was developed in 1997 and was referenced in the Land Use Chapter of the Comprehensive Plan. A site plan was approved for Custom Drywall, a new business on the site, in 2001. G. lil DISTRICT COUNCIL RECOMMENDATION: None received. REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the following findings shall be made prior to approval of a subdivision: � 1. At{ the applicable provisions of the Legistative Code are complied with. City staff have reviewed the proposed plat and have determined that ail applicable provisions of city codes are met. The proposed plat is consistent with the surrounding Iand uses, and will not be detrimental to present and future use of surrounding land. 3. The area surrounding the subdivision can be planned and developed in coordination and compatibility with the proposed subdivision. The area surrounding the proposed plat is already developed and compatible with the proposed plat. 4. The subdivision is in conformance with the comprehensive plan. The subdivision is in substantial conformance with the land use chapter of the comprehensive plan, which states in objective 6.6, 'The City and the Port Aufhority should support and work to implement the Great Northem Corridor Community Vision of 1997 and should support further redevelopment planning for more sites along the corridor." 5. The subdivision preserves and incorporates the site's important existing natural features whenever possible. The site has been used as industrial land for decades and has with no important natural features. � 6. Ail land intended for building sites can be used safely without endangering � residents by perii from floods, erosion, continuously high water table, severe soil conditions or other menace. The site has gone through soil remediation by the Port Authority. The Port Authority plans to retain ownership, in perpetuity, of the two outlots where contaminated soil is buried. The disposal of contaminated soii undemeath Topping Street has been approved by the City of Saint Paul Department of Public Works pursuant to terms and conditions contained in a letterfrom the Public Works Department.
