THE COUNCIL OF THE CITY OF SAIATT PAUL DOES ORDAIN: Section 1. That Section 329.10 of the �aint Paul Legis- lative Code is hereby amended to read: 329.10. LPOUND FEES_f Any dog captured and i.mpounded under the provisions ot this Chapter shall be released only on the payment of $15.00 pound fee, plus an additional charge of $2.50 per day for board fo= each day or fraction of a day, during which the dog is i.mpounded. If the im- pounded dog be unlicensed, in addition to the impaunding and boarding fc�e set forth her�in, the dog shall not be released without the payment of the prescribed license fee, as provided in Section 329,02 herein, plus an ad- ditional fee of $5:00. Section 2. That Section 329.14 of the Saint Paul Legis- lative Code is he�eby amended to read: 329. 14. LSEIZURE, IMPOUNI1NiENT, PRESUMPTION_/ Any unlic�nsed dog and any dog running at large is hereby declared to be a public nuisance. Z7�e Health Officer is autho=ized to employ, subject to the approval of the Council, such additional temporary dog catchers as necessary to capture and hold such dogs and to pay temporary dog catchers on a fee basis. Any person may seize, impound, or restrain any dog which he may find running at large in the City of Saint Paul and hold such dog for the dog license in- spector or deliver such dog to the City pound. Section 3. 'i'hat Section 329. 15 of the Saint Paul Legis- lative Code is hereby amended to read: 329.15 LCLEANING UP LITTER_.f The owner of any dog or any person having the custady or control of any dog shall be responsible for clesa�ing up any fece� of the animal and disposing of such feces in a sanitary manner. PRESENTED BY ORDINANCE NO /�D — 2 Section 4. �h.at Section 329.17 of the Saint Pau1 Legis- lative Code is hereby amended to read: 329.17 LDESTRUCTTON OF UNCLAIMED DOGS_f At the expiration of the time a dog is impounded as provided for in this Chapt�r, if said dog ha� not been reclaimed in accordance with the provisions hereof, it shall be the duty of the Dog Licenge Inspector to cause such dog to be killed according to the most humane and approved methods, or otherwise disposed of, as directed by the Comn�issioner of Public Safety. ' . - �S�� � � Dear Sir: I want to express my unhappiness with the proposed new leash law that will have a hearing soon. First of all, I don't think it's fair to have a hearing on a work day when rrany pet owners can't be there to speak their piece (and Charlie wouldn't give them a chance judging by most of his past per- formances). I have a dog and I or some member of the household is with it at all times. Why not clamp down on those people that let their dogs run loose or do something about howling cats ? Also I live near a small park and I should charge the city for the clean up job I do just about every morning after the all night parties that consist of wine, women and beer, the liquid coming in bottles that are broken , usually in the street, if left there tnng enough. and the other evidence that used altogether too often these days, especially by young people ! ! And the language used in that park during the day and some sand-lot games is enough to turn your stomach because.3t's just kids that are about 10 years old that use it !
