1 WFIEREAS, on March 3, 1999 the City Council of Saint Paul adopted the Land Use Plan, a Chapter of the
2 Comprehensive Plan which identified as a priority the revitalization of contaminated and underutilized rail
3 corridors in general, and the Phalen Corridor in specific; and
4
5 WHEREAS, on December 17, 1997 the City Council of Saint Paul adopted the Transportation Plan, a
6 chapter of the Comprehensive Plan, which identified as a priority the development of Phalen Boulevard from
7 Williams Hill to Phalen Viliage; and

WHEREAS, after years of planning the City is ready to begin conshuction of the first segment of Phalen
Boulevard at Williams Hill, but needs additional funding to complete it to Payne Avenue; and
WIIEREAS, the Economic Development Administrafion of the United States Department of Commerce
provides funding through its program of Cnants for Public Works and Economic Development; and
WHEREAS, the Economic Development Administration has invited the City of Saint Paul to submit a joint
application witl� the Port Authoriry of the City of Saint for a$2 million grant;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, Minnesota that the
Mayor of the City of Saint Paul is hereby authorized to apply jointly with the Port Authority to the Economic
Development Administration for a$2 million Grant for Public Works and Economic Development to assist with
the development of Phalen Boulevard from Williams Hiil to Payne Avenue; and
BE IT FURTHER RESOLVED, that upon approval of its application the City may enter into an agreement
with the Economic Development Administration for the above-referenced project and that the Mayor of the City
of Saint Paul is hereby authorized to execute such agreements as are necessary to implement the project.
