WHEREAS, the Commissioner of Public Works has
recommended that the City Council increase the fee schedule
£or Pigs Eye Landfill and that prior thereto the City Council
hold a public hearing to consider tha proposed revision, now,
therefore� be it
RESOLVED, that a public hearing b� held before the
Council at its regular meeting on Tuesday, April 18, 1972,
to consider the increasing of the fee schedules £or the Pigs
Eye Landfill, the proposed new fee schedule being as set forth
below.
$0.60 per cubic yard of capacity of entering vehicles
larger than pickup trucks
$1.00 per entering pickup truck or trailer of a type
attached to autonobiles
$0.50 per entering automobile

Subject: Landfi ) 1 Cover for
Pig's Eye Landfitl
The July 1 , 1972, date for the closing of the Pig's Eye landfill is fast
approaching, and the City wilt be faced with the responsibility of
closing out the landfitl including providing the remaining two foot
cover and seeding of the site in accordance with the standards of the
Minnesota Pollution Control Agency for landfill disposal sites.
The Public Works Department has attempted over a period of time to provide
a fee schedule at the landfill that woutd develop adequate funds for final
cover in accordance with the state standards. However, to date such
attempts have not been successful .
We have updated our estimated materials required between March 1 , 1972, and
the closing date of July 1 , 1972, and approximately 180,000 cubic yards will
be required for the remaining cover material in order to finish the site off
tn accordance with the Minnesota Pollution Control Agency's standards. If
we continue to receive solid waste at the rafie of 40t a cubic yard for dis-
posal and if we continue to pay the present price of approximately $1 .00 a
cubic yard for the cover material , we will end up with a deficit of $69,742,
Public Works Department has no money available to finance the final closing
of the Pig�s Eye landfill ; and we, therefore, request that the City Council
provide the Public Works Department with sufficient funds to complete the
closing in accordance with the State's standards, either by providing for
adequate fees at the landfill or by providing moneys from another source.
If it is fihe intention of the City Council to raise the fees for disposal
of solid waste at the landfill , it will be necessary to increase the rate
by 20t a cubic yard to a total of 60� a cubic yard in tieu of the 40t
presently being charged based on present volume. It should be understood
that with such an increase there is no daubt in my mind that there wilt be
a reduction in quantity of solid waste received at the tandfill which will ,

in turn, reduce the amount of money available for such final cover, in
the event the Council does determine that they witl increase the fees to
60� a cubic yard, it may well be that the reduction in volume may result
in a deficit in the a m�unt of money available for the closing of the landfill .
We have taken the liberty of preparing a resolution for the Council which
would increase the rate to 60� a cubic yard for solid waste at Pig's Eye
landfill ; and if it is the intent of the Council to raise the fees, we
would suggest that a heariNg be set for Tuesday, April 18, to consider the
increase and to make such increase effective May 1 , 1972.
It is necessary that the Councii take some action with regard to the
financing of the finai cover for the Pig's Eye landfill ; and we would,
therefore, encourage the Council to take the steps necessary to see that
such funds are available to the Pubiic Works Department.

Per your request and on a revenue basis, we dispatched one of our service
men to your �ob site and inspected four pieces of equipment used on the
landf ill. It will be necessary to charge for the service nan's time, but
please be advised that the appraisal service of the Ziegler Inc. Used Equip-
ment Department is on a "no charge" basis. Lde are happ;� to be of some
service to you. In this letter I have included our inspection reports and
on the back of each inspection is an estimated repair cost to put these
machines in re-sa].e condition.
It would be r�y ooinion that the ?ID16, S/N 9650 would have an estinated value
of $12,000.00; the HDlb, S/N 6100, an estimated value of $6,000.00; the �ID 16
S/N 8753, an esti.mated value of $13,000.00; and the Hough H90C I,Theel Loader,
an estimated value of $13,000.00.
I am sure that you understand that these figures represent an estimate of
what we feel these machines would bring if a dealer was to purchase them
outright or if, perhaps, they were to be sold on an auction basis. .

� BRIEF REVIEW OF EACH PIECE OF LANDF.ILL EQUIP'MENT
City #428 - This is a 1970 Allis-Ehalmers Tractor pozer, Model HD16-DP purchased
from the Minnesota Tractor Company for $51,278. This included an
allowance of $16,000 on a trade-in on an old cable operated dozer
bought under the Code 0273 budget funds, and $35,298 in cash from
the 2210 user fee revenues. Therefore, about 2/3 of the cost of
this unit relates directly to user fee originated funds.
City �429 - This is a 1967 2-Cubic Yard Hough, Model H-90C rubber-tired loader
purchased from the Hall Equipment Company for $45,573. This purchase
price was made up from a trade-in of $1,920 on an old Hough loader
and a trade-in in the amount of $13,442 allowance for a 1961 dozer,
plus $30,211 from the old Code 0273 budget capital outlay fund which
existed prior to the user fee institution at the landfill. Since
most of our rubber-tired loader fleet presently used for wintertime
operations are older and smaller than the unit at the landfill, it
would appear prudent to me that we retain this large loader for our
wintertime oper.ations rather than indiscriminately se11 it since we
have a number of older and smaller loaders that are in much worse
mechanical condition than it is.
City �'�430 - This is a 1964 Allis-Chalmers Bulldozer, Model H D16-DC purchased
from the Borchert Ingersol Company for $29,336. $6,300 was received
as a trade-9.n on the old ;�430 and $23,036 in cash was Qaid from the
old landfill code 0273. This unit can be sold or traded in on other
equipment needed in the Department opera'ti.ons, but it can readily be
observed that none of its cost derived from the user fee at the
landfill and should not be used to pay for final cover material.
Ci� ��433 - This is a 1969 Allis-Chalmers Tractor pozer, Model HDlb-DP purchased
from the Minnesota Tractor Company for $49,b71. This includes a
trade-in allowance of $10,000 on an old landfill compactor, plus
$39,571 in cash of �ich approximately $9,000, or 1/4, originated
from the old Code 0273 budget fund and $30,000 came from the user
fee revenues. Therefore, $19,000 came from funds prior to the user
fee and the $30,000 is directly related to that fund, or, about 3/5
of the cost was paid out of landfill fees and 2/5 came from budgeted
funds. Therefore, we feel that these costs should be split accord-
ingly.
City ��449 - This is a 1956 Galion, Model 118 Motor Patrol purchased from
Phillippi (Hall) Equipment Company for $18,970 and paid for from
emergency snow funds. The frame was completely broken on this unit
in 1967 and, after a welding repair, the unit was transferred to the
. landfills in June of 1967 for purposes of maintaining the haul roads
and snow plowing within the land£ills. This unit will also revert
back to Snow Fund or Street Maintenance Operations for use or trade-
in after the landfill closes.

City �92 - Tliis is a 1962 F-250 Ford Pickup Truck bought from Street Maintenance
funds from Midway Ford at a cost of $1,872 plus an additional $411
for a hydraulic lift tailgate. This unit was transferred to the
landfill in April of 1971 when the old 1963 pickup there became
impossible to maintain. This unit will be sent back to the street
repair division for use or trade-in when the landfill is closed.
City ��109 - This is a 1959 Street Flusher having an International truck chassis
costing $6,422 and a Rosco flusher tank costing $4,200, for a total
of $10,622, which was purchased from out street cleaning funds in
1959. This unit was transferred to the landfill in Octobar 1970 and
will revert back to the . street cleaning division for use or trade
when the landfill is closed.
City ��S-3 - This is a 1951 Lorain, Model 50-K, 1-Cubic Yard Power Shovel pur-
chased from the Minneapolis Equipment Company for $27,032 and used
at the old asphalt plant which did not have a conveyor system for
approximately 12 years. The original power shovel at the landfills
was in such terrible mechanical condition that in 1967 the S-3 crane
no longer required for asphalt plant operation was, therefore, trans-
ferred to the landfill for more effective operation. Thi.s unit will
go back to the Asphalt Plant at the close of the landfill.
