WHEREAS, the Council of the Ci y of Saint Paul ha� received
a request to create a Hamline-Midwa Development District ; and
WHEREAS, there is need for fur her study before the Council
can be in a position to establish t e District boundaries and
adopt a Development Program; and
WIiEREAS, the Mayor and Council jointly agree that there
should be appointed a Task Force fo the purpose of advising
the City Council in the development and implementation of the
Development District boundaries and the Development Distriet Program,
now, therefore , be it
RESOLVED� that the Council of he City of Saint Paul does hereby
concur in the recommendations of th Mayor and does hereby establish
a Hamline-Midway Development Distri t Task Force to advise the Council
and the Planning Agency in the esta lishment of the Development District
boundaries and defining in detail t e proposals and aetivities whieh
can be undertaken within said Dis�trict and incorporated in a Development
Program, and be it
FURTHER RESOLVED� that the Coun il hereby approves the following
appointments, by the Mayor, to said amline-Midway Development District
Task Force :

WHEREAS, there has been presented to the City Planning Commission of the City of .
Saint Paul a request to create a Developm�nt District in the Snelling-University �
area; and
�
WHEREAS, the tentative boundaries of said districts have been recommended as shown
on the attached map; and
WHEREAS, a preliminary analysis has indicated there are potential developments which
will occur in the area; and
WHEREAS, the preliminary analysis also indicates that substantial additional
development may occur through the use of development district activity; and
WHEREAS, it may be necessary for the City to support possible new developments and
facilities as are permissible through theidevelopment district process; and
WHEREAS, a Task Force of the Hamline-Midwa�y Community Council has been exploring
the use of the Development District process to maximize the development interest in
the area; and
WHEREAS, there is a need for municipal involvement in the process of developing a
plan for the development and/or redevelopment of the area; and
WHEREAS, there is a need for joint city-private planning to identify, refine and
detail developments which can be included in development district proposals;
NOW, THEREFORE, BE IT RESOLVED that the Planning Corr�nission of the City of Saint
Paul finds that the preliminary designation of a Development District in the
University Avenue-Snelling area, as defined on the attached map, is in the public
interest for the following reasons:
1 . The proposed designation will allow for a combined city-private planning process �
involving the entire area.
2. Through this process specific development proposals can be identified which
would maximize the potential of the area for both public and private interests;

B� IT F�RTHER RESOLVED, that the Planning Commission of the City of Saint Paul
recommends the tentative establisnr�ent of Development District Number Three as
shown on the attached nap; and
BE Ii FURTHER RESOLVED, that �he Planning Commissio�� of the City of Saint Paul
recommends immediate establishment of a Development District Task Force, the
majority of inembers being owners or occupants of property located within the
tentative district, and, further, that a� least one additional member from the
City Council and one additional member of the Cit� Planning Commission be
appointed to such Task Force.
BE IT FURTHER RESOLVED, that the Plannino Commission of the City of Saint Paul
recommends that the City Council not allo�Cate any funds pending the establishment
of the District Development Task Force, t�e Task Force's participation in the
development of a detailed work program, ahd a plan by the Task Force to raise
the necessary planning funds from private� sources.
BE IT FURTHER RESOLVED, that the Planning, Commission recommends the assignment
of appropriate staff to work with and assist the Cevelopment District Task Force
in the planning of the area.
