Preliminary and Final Plat Approval for Glen Dawn Townhomes
WHEREAS, Glen-Dawn Development LLC has submitted for City Council approval the attached preliminary and final
plat for subdivision of property 2216-2236 Lower Afton Road into 11 residential lots and one outlot; and
WHEREAS, the appropriate City departments have reviewed the plat and found that it meets the requirements of
Chapter 67 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected property including all property situated within 350 feet of the
subjectproperty;and
WHEREAS, the City Council held a public hearing on the proposed plat on November 28, 2001, where all interested
parties were given the opportuniry to be heard and the Council considered all the facts and recommendations
concerning the plat;
NOW, THEREFORE, BE TT RESOLVED, that the Ciry Council accepts and approves the attached preliminary and
final plat for Glen Dawn Townhomes at 2216-2236 Lower Afton Raod subject to the condition that the applicant sha11
file a copy of the Council Resolution approving the plat with the Ramsey County Recorder's Office.

E. ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2Yz acres or less in size, or (2) requires
paved streets, aileys and other public improvements, or (3) is previousiy unpiatted land.
§67.406 provides criteria for review of subdivision applications. These criteria are covered
below under "Required Findings:'

HISTORY/DISCUSSION: The site was rezoned from B-2 to RM-2 in 1999.
DISTRICT COUNCIL RECOMMENDATION: None received.
REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the foilowing
findings shall be made prior to approval of a subdivision:
1. All the applicable provisions of the Legislative Code are complied with. City staff
have reviewed the proposed piat and have determined that all applicable provisions of
city codes are met.
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses. The proposed plat is consistent with the surrounding land
uses, and wiil not be detrimental to present and future use of surrounding land.

3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision. The area
surrounding the proposed plat is aiready developed and compatible with the proposed
plat.
4. The subdivision is in conformance with the comprehensive p1an. The subdivision
is in conformance with the land use chapter of the comprehensive plan, which states in
objective 5.3.1, "Each of the seventeen planning districts in the city should have life
cycle housing including townhouses, condominiums, apartments and seniors housing."
5. The subdivision preserves and incorporates the site's important existing natural
features whenever possibie. The site has with no important natural features.
6. All land intended for building sites can be used safely without endangering
residents by peril from floods, erosion, continuously high water table, severe soil
conditions or other menace. The site has no fiooding, erosion, high water table or soil
condition problems.

7. The subdivision can be economically served with public facilities and services.

Preliminary and Final Plat Approval for Glen Dawn Townhomes
WHEREAS, Glen-Dawn Development LLC has submitted for City Council approval the attached preliminary and final
plat for subdivision of property 2216-2236 Lower Afton Road into 11 residential lots and one outlot; and
WHEREAS, the appropriate City departments have reviewed the plat and found that it meets the requirements of
Chapter 67 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected property including all property situated within 350 feet of the
subjectproperty;and
WHEREAS, the City Council held a public hearing on the proposed plat on November 28, 2001, where all interested
parties were given the opportuniry to be heard and the Council considered all the facts and recommendations
concerning the plat;
NOW, THEREFORE, BE TT RESOLVED, that the Ciry Council accepts and approves the attached preliminary and
final plat for Glen Dawn Townhomes at 2216-2236 Lower Afton Raod subject to the condition that the applicant sha11
file a copy of the Council Resolution approving the plat with the Ramsey County Recorder's Office.

DISTRICT COUNCIL RECOMMENDATION: None received.
REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the foilowing
findings shall be made prior to approval of a subdivision:
1. All the applicable provisions of the Legislative Code are complied with. City staff
have reviewed the proposed piat and have determined that all applicable provisions of
city codes are met.
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses. The proposed plat is consistent with the surrounding land
uses, and wiil not be detrimental to present and future use of surrounding land.

3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision. The area
surrounding the proposed plat is aiready developed and compatible with the proposed
plat.
4. The subdivision is in conformance with the comprehensive p1an. The subdivision
is in conformance with the land use chapter of the comprehensive plan, which states in
objective 5.3.1, "Each of the seventeen planning districts in the city should have life
cycle housing including townhouses, condominiums, apartments and seniors housing."
5. The subdivision preserves and incorporates the site's important existing natural
features whenever possibie. The site has with no important natural features.
6. All land intended for building sites can be used safely without endangering
