1 WFIEREAS, the Division of Pazks and Recreation, in cooperation with the Highland Area Community Council,
2 as implementing a project to improve the scenic overlook located on Shepazd Road at the former Highway 5
3 bridge crossing; and

5 Wf�.REAS, the scenic overlook project is funded by a National Scenic Byways Progam grant and
6 Neighborhood STAR program funds; and
8 WHEREAS, the Highland Area Community Council has received additional STAR funds for the project to
9 fabricate and install public art elements into the project; and

11 NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of
12 the Mayor and the positive advice of the Long Range Capital Improvement Budget Committee, that $40,000
13 is available for appropriation in the 2001 Capital Improvement Budget, and said 2001 budget, as heretofore
14 adopted and amended by the Council, is hereby fi�rther amended as fo]lows:

Dear Gayle:
I am pleased to announce that the HigJiland District Council has been selected to receive
a grant in the amount of $40,000 through the City's Sales Tax Revitalization (STAR}
Neighborhood Investment Program for enhancements to the Scenic Overlook Project.
Approved as part of the 2001 City budget, the Neighborhood Investment Program
provides funds to be used for capital or operating programs throughout Saint Paul.

Becavse the financing is pmvided tluough the STAR Program, you wiil need to enter into
an agreement �vith the City and provide evidence of at least a one-for-one match of city
dollars from other sources. To begin the agreement process, please contact Bob Hammer,
Planning and Economic Development, at (651) 266-6693. He will provide you with
more details on how to receive these funds.
T believe the Overlook Project promises to be a fantastic new asset to our community. It
continues to be aa extremely worthwhile use of the STAR Program's money that I am
quite pleased ta support. As always, if you have any questions or concems, please do not
