Dear Sir:
This is written in response to the appeals of LEECO Company to relax
density requirements, to relax parking requirements, and to relax
setback requirements, and their application for a permit to install
a 94-car parking lot on property located on the north side of Selby
between Farrington and Louis. This property is further described as
follows:
Lots 8-13, Selby Block, St. Paul Auditor's Subdivision No. 5.
This matter was heard at a public hearing held by the Board of Zoning on
September 6, 1973. The applicant wished to relax density and parking
standards requiring an 8-foot buffer for parking lots. In addition,
the applicant wished to install a 94-car parking lot on the above-
described premises.
The staff report was delivered, which indicated that the site is presently
occupied by a combination of single and multiple-family dwellings, as well
as two commercial uses.
Discussion by the Board concerned the number and type of dwelling units
proposed for the site. The applicant stated that the plans called for
236 low/moderate income housing units, and that these p.lans had HUD
approval.
In regard to the relaxation of the parking and buffer standards, discussion
revealed that the HRA had requested the applicant to deed a portion of the
site to an adjoining neighbor to insure an adequate side yard; and for this
reason, there was insufficient area remaining for the required buffer zone.
The only discussion from the audience concerned the possible increase in
noise, air pollution, and crime rate resulting from the installation of
the parking facility. The Board noted the project was worthwhile and would
help stabilize the area. �� �

Gentlemen,
This letter is an addendum to the letter addressed to the
above on August 1, 1973 requesting a parking permit for my
rehabilitation project known as Selby-Dayton Rehab.
The zoning code section 60.23 (3) (a) , requires a parking
ratio of 1� to 1 living units. I would like to request a
variance to allow parking on a 1 to 1 ration of living units.
At the present time there are 6 off street parking places for
57 units. We are increasing the project to 93 units and will
be acquiring property for parking of 94 stalls.
This project falls under "Operation Rehab" as sponsored
by the City of St. Paul. This is the only approved HUD project
of its kind in the State of Minnesota, and we plan on making it
a showcase for the City of St. Paul.

Ladies & Gentlemen,
This is an additional variance request in conjunction
with variance requests dated August lst and 15th of this
year.
The St. Paul Housing Authority has made a request of
me to donate land measuring 6 ' by 116 .655 ' to a resident
located next to the N.E . Corner of my parking 1ot. This
residents house is on a small lot almost bordering the lot
line . I would be willing to donate this land to the
resident allowing them more green area.
In order to do this I would need a variance from the
code requirement that states a car must be parked 8' from
any lot line. Previously we had 9 ' , but by donating 6 ' to
the resident this would leave us with a 3' set back from
the lot line. In order for these people to have more green
area I would like to request a variance for this 166 . 655 ' to
allow a setback of 3' from the end of the parking to the lot
line.

Gentlemen,
Enclosed please find my application for a parking permit
in conjuction with the Selby-Dayton apartments. This project
has been approved by HUD as a 236 rehabilitation project under
"Operation Rehab" as sponsored by the City of St. Paul.
I will be completely gutting the buildings and increasing
the units from the present 57 units, plus two commercial units,
to 93 units of apartments only.
I would like to request a variance for the number of units
on the property. The total property will consist of 84,438 sq ft
with a total of 93 living units and 94 parking stalls. The code
allows 44 units to the acre and I would require a variance to
include 7 to 8 units ,more for almost two acres of land.
