Cohen Mayor of the City of Saint Paul Room 347, City Hall BUILDING Re: MOUNDS BLVD. - Third St. to Seventh St. Dear Mayor Cohen: Attached for your consideration and approval for submission to the City Council is a Resolution indicating Council approval of a revised layout of the Minnesota Highway Department's preliminary plans for the improve- ment of the referenced City street. The previously approved layout (Resolution, C.F. No. 256768 approved September 16, 1971) provided for a retaining wall to be constructed on the east side of Mounds Blvd. between Fourth St. and Fifth St. , where the rather extensive excavation to provide a uniform positive grade f rom Sixth St. to Third St. required this type of lateral support of the property abutting to the East. This new layout has resulted from discussions with Ms. Dagney Christianson of the Granville House, 334 Mounds Blvd. (between Fourth St. and Fifth St.) . The alignment of the roadway has been shifted to the West to save trees and consequently, a second retaining wall must be constructed on the west side of Mounds Blvd. to provide lateral support for the roadway, as the slope down to i-94 roadways wouid be much too steep without the wall .
