WHEREAS, the energy shortage in the United States has reached proportions
where it is an impending threat to the welfare and well-being of almost every
family, and particularly to the inhabitants of the State of Minnesota and the
City of Saint Paul, with respect to their communications, businesses, factories,
homes, farms, and schools; and
WHEREAS, it has been brought to the attention of the members of the
Council of the City of Saint Paul that hearings have been conducted in Con-
gress in connection with an allocation of fuels, gasolines, oils and petro-
leum products in wh ich Joseph Strub, as a representative of the Weather
Service of the United States, did appear in Washington, D.C. , for the pur-
pose of explaining the peculiar problems of the State of Minnesota, City
of Saint Paui, and other communities in the Northwest area; and
WHEREAS, in the hearing�s so conducted, those considering such alloca-
tions have directed their attention to the winter of 1972-1973, which was
an unusually warm winter in th is area, rather than the normal winter, which
was more properly demonstrated in the years 1971-1972; now, therefore, be it
RESOLVED, 'I'hat the Council of the City of Saint Paul hereby adopts
and supports a recommendation by Joseph Strub to the effect that the members
of Congress who are participating in and conducting� hearings be made well
aware that allocation should be based upon the normal season in which the
fuels, gasolines, oils, and other petroleum products were used, and, there-
fore, the City Council does hereby urge the committee members and the com-
mittees to employ the statistics and figures taken from the winter 1971-1972
and base any recommendation or prog�ram upon such figures; and be it
FURTHER RESOLVED, That the City Clerk is hereby directed to send copies
of this resolution to the appropriate committees and to all members of Con-
gress from the State of Minnesota.

Dear Mr. Marshall:
Thank you very much for your letter concerning the
fuel allocation program.
The mandatory allocation program for middle distillates
which was announced in early October is scheduled to go
into effect on November 1, 1973.
The program does define base period supply volume as
"the wholesale purchaser's monthly base purchases or usage
during 1972. " A suppliers base period supply volume will
equal the sum of the base period monthly supply volumes and
the adjusted monthly base period supply volumes of his
wholesale purchasers and his own retail outlets.
This, of course, could present real problems in
Minnesota since we did experience a comparatively warm
winter last year.
However, this is a provision spelled out in part 7 (a)
which says "in order to meet imbalances in supply that may
arise from unusual weather conditions or from supply
disruptions, the Department of Interior may order the transfer
of middle distillates from one region to another. " Hopefully,
this will allow the needed flexibility in the program.

Thank you for sending me a copy of the resolution
adopted by the St. Paul City Council requesting
of those who will be involved in fuel allocation
hearings that such allocations be made on the
basis of the winter of 1971-2, which was a colder,
more normal winter than the most recent one.
I shall keep this in mind in the course o£ future
activities in attempting to assure the equitable
treatment of all pa�ts of the country. As you
may know, I strongly supported a mandatory allo-
cation plan and urged the President to act in
time to avoid a fuel crunch this winter.
The Federal Energy Office has just issued its
regulations for mandatory fuel allocation. The
base periods for allocating various petroleum
products to different types of areas under these
regulations are not uniform. Therefore, I am
sending you a copy of these regulations and you
can determine if they are adequate for the needs
of St. Paul.
Again, my thanks for your consideration. You
may be assured that I will continue to do every-
thing in my power to assure that no area is
asked to bear more than a fair share of the
burden of the energy crisis .
