I have reviewed the Council resolution which you referred to me by
letter on September 12, 1973. As you know, this resolution provides
that early retirees may continue their present health insurance at
their own expense.
Strictly speaking, this would be a matter which should properly be
resolved under collective bargaining. However, inasmuch as this is
not a cost item, I do not feel that this resolution would have
any adverse effect on future collective bargaining agreements.
Therefore, I have no objections to the Council's adoption of this
resolution.
