262298 °li't '�-�FINA CE RK COUTICll . �BLjiERY- IOIAYORTMENT � GITY OF SAINT PAUL File - NO. 2s2298 , ' Co ncil Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, Pursuant to the terms and provisions of Minnesota Statute 471 . 61, the City of Saint Paul may provide for health and welfare insurance benefits for its retired employees and officers who are entitled to benefits under any Public Employees Retirement Act, and their dependents , and WHEREAS, Presently an employee who retires at an age under 65 has the right at his own expense to convert his� active employee hospital and medical coverage to a hospital and medical insurance plan, which provides for considerably less benefits than those benefits provided for under the active employee plan, and WHEREAS, It is the intent of the Council of the City of Saint Paul to provide for all such early retirees of the City the right to retain the active employee hospital and medical coverages for themselves and their dependents at their own expense, and WHEREAS, the present carriers of the hospital and medical insurance coverage have agreed to provide to such early retirees and their dependents a choice of either the present conversion plan or continuation of t�he active employee hospital and medical plan, now, therefore, be it RESOLVED, That employees of the City of Saint Paul , who will retire or have retired at an age under 65 and who are eligible for a pension under any public employees retirement act, shall , if they wish to continue their hospital and medical insurance coverage, have the right to convert their active employee hospital and medical plan to the present conversion hospital and medical plan, or in the al�ternative may continue the benefits of the active employee hospi,tal and medical plan, and, be it COUNCILMEN Yeas Nays Requested by Department of: �na� Butler Konopatzki In Favor Levine Meredith Against BY x�c Roedlez' Tedesco Mme.President Ei3E�:3C HUTIt Form Ap�pved by Cit ttorney Adopted by Council: Date � � Certified Passed by Council Secretary BY By . As you know, this resolution provides that early retirees may continue their present health insurance at their own expense. Strictly speaking, this would be a matter which should properly be resolved under collective bargaining. However, inasmuch as this is not a cost item, I do not feel that this resolution would have any adverse effect on future collective bargaining agreements. Therefore, I have no objections to the Council's adoption of this resolution. FDM/ca Attach.
