RESOLUTION AUTHORIZING APPLICATION
FOR A TAX BASE REVITALIZATION GRANT FROM THE METROPOLITAN COUNCII.
FOR TFIE STRAUS BUILDING, 350 SIBLEY STREET, SAINT PAUL NIINNESOTA
WIIEREAS the City of Saint Paul, Minnesota (the "City"), by City Councii Resolution Number 00-1162
is a participant in the Livable Communities Act's Housing Incentives Program far 2002 as deterxnined by the
Metropolitan Council, and is therefore eligible to make application far funds under the Tax Base Revitalization
Account; and
WHEREAS, the City desires to develop the historic building at 350 Sibely Street known as the "Straus
Building" into 49 units of rental housing of which 20% will be affordable to households at or below 30% of the
area median income and 50% will be affordable to households at or below 50% of the area median income; and
WHEREAS, the City has identified the Straus Building and Da1e Sheet Shops redevelopment projects
as two of several proj ects witl�in the City, as eligible as clean-up projects that meet the Tax Base Revitalization
accounY s purposes and criteria; and
WHEREAS, the City has identified the Dale Street Shops as the highest priority of the City for
contaminated soils clean-up; and
WII�REAS the City has the institutional, managerial and financial capability to ensure adequate project
administrafion; and
WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the
contract agreements; and
WIIEREAS the City agrees to act as legal sponsor for the project contained in the Tax Base Revitalizafion
grant application submitted on May 1, 2002.
NOW THEREFORE BE IT RESOLVED that the City of Saint Paul is hereby authorized to apply to the
Metropolitan Council for this funding on behalf of the City and to execute such agreements as are necessary to
implement the project on behalf of the applicant.

Sherman Associates, Inc purchased the vacant, Yustoric Straus Buiiding in December of 2001 with the intent to
renovate the building into 49 units of rental housing of which 20% of the units will be affordable to households at
or below 30% o£the area median income and 49% of the units wili be affardable at or below 50% of the area
median income. This building has been vacant for about 15 yeazs and is on the national historic register. Due to
the age of the building there is substanfial asbestos and lead-based.paint that must be removed to make the building
environmental safe and habitable.

housing of which 70% will be affordable thereby meeting the Mayor's and CounciPs goals of creating 5,000 of
new housing within the next four yeazs. It will aiso ensure the survival and restoration of a historical building
fronting on Mears Parks.
