PreJ_imary appr.oval has been given by the Department of Labor for St. Paul to use a portion of the PEP grant for purposes of this project. �s under the previous proposa�s relating to the Intergovernmental Personnel Program (IPP) , the city must match the federaJ. funds on a 50/50 basis. Money happens to be available, at this time, under the PEP program because fun�s set aside for Summer Youth Employment were not entirely expended. � � One of the other. conditions of the preliminary approval is that IPP S:�aff of_ the U.S. Civil Service Commission be the group that does the study.
