STAFF INVESTIGATION & REPORT: Date: December 27, 1972 By: PLR A. HISTORY: This property was rezoned from "A" Residential to Light Industrial on May 11, 1955. There is no other history for the expansion site. The previously existing parking lot adjoining the expansion site was approved in 1965. B. AREA ZONING: The Light Industrial district extends to the line of Snelling Place extended beyond which is "B" Residential property. West of that line north of Stewart Avenue to Davern Street is a large "C" Residential and a large Commercial district. West of Davern Street are smaller Co�nercial, "A", "B" and "C" Residential districts. South of Shepard Road the property is unassigned. C. DESIGN STANDARDS: Revised plans have been received which meet design standards. The plan does not show the stall widths but does show how they will line up according to posts imbedded in the surface next to the aisles. The posts in the existing lot have instructions to parkers on them instructing them to line up according to the spacing of the posts and to not park in the aisles. These posts are spaced adequately to meet the normal standards for stall depth and aisles. This arrangement should be adequate considering the lot is to be used by employees only. Measuring the length of these stall groups and assuming a 9-foot width results in a count of 250 cars rather than the 334-car count stated by the application. D. FRONTAGE AND AREA: The expansion site has a frontage of 350 feet along Shepard Road and 330 feet along Stewart Avenue. It has a distance along its east and west lines of 330 feet for a depth of approximately 92,000 sq. ft. E. SITE CONDITIONS: The site is flat and paved. F. AREA CONDITIONS: The WLOL transmitter towers exist across Stewart Avenue. The immediate area to the east is undeveloped. This matter was referred to our office on April 5, 1973 and on April 13, 1973 a request was made as to whether or not a refund of a portion of the filing fee paid in connection with the request for a parking lot permit could be ma.de in view of the fact that the applicants subsequently revised their plans so that less parking spaces would be needed. For some reason or another this file was misplaced and filed away before it was sent to you and I am, therefore, submitting to you the reso- lution to be submitted to the Council for final approval. Would you please check your files to see whether or not such a resolution has been previously prepared and, if so, this resolution can be discarded. If this resolution has not been passed, please forward it to the Mayor' s Office for their approval together with a note indicating that it should be approved immediately. According to a plot plan presented by the applicant, the extension is east of the existing lot. It extends 350 feet along Shepard Road and from Shepard Road to Stewart Avenue. The plot plan does not indicate the stall and aisle dimensions, but does show the location of the center of each stall group. Based on this limited information, it appears feasible to place stalls and aisles in such a way that the layout wi11 meet design standards. The plan indicates that the extension will use only the two existing and previously approved 30 foot driveways to Davern Street and to Stewart Avenue. The site is zoned Light Industrial which is appropriate. The plan viewed did not indicate surfacing, drainage or border curbing but we see no reason why these requirements cannot be accommodated on the site. Although we are responsible for its review, this office defers to the judgment of the Sewer Design office concerning the acceptability of the proposed drainage pattern.
