02-3381 2 � � 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 ORIGINAL Presented By Referred To RESOLUTION C{TY QF SAINT PAUL, MINNESOTA council File # 0.� - 3 3$' Resolution # Green Sheet # 101497 a� Committee: Date RESOLUTION AUTHORIZING SUBNIISSION OF APPLICATION FOR A CONTANIINATION CLEAN-UP GRANT FROM TFIE MINNESOTA � DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT AND FOR A TAX BASE REVITALIZATION GRANT FROM THE METROPOLITAN COUNCIL FOR LOWER TOWN DEPOT, 275 AND 293 COMMERCIAL STREET, SAINT PAUL MINNESOTA WHEI2EAS, the City of Saint Paul, Minnesota (the "City), by City Council Resolution Number O l-1100 adopted October 24, 2001, approved the submission of an application to the Department of Trade and Economic Development for a Contamination Investigation and RAP Development Grant for Lower town Depot; and �VHEREAS, Lower town Depot was awarded a Contamination Investigation and RAP Development Grant and has completed all of the necessary investigation, developed a Response Action Plan (RAP) for clean-up, which has been submitted to the Pollution Control Action (PCA) and are now ready to submit an application to the Deparhnent of Tract and Economic Development for a Contannination Clean-up Grant; and WHEREAS the City of Saint Paul, Minnesota (the "City"),-by City Council Resolution Number 01-1215 is a participant in the Livable Communities AcYs Housing Incentives Program for 2002 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Tax Base Revitalization Account and WHEREAS, the City desires to have the building and land developed located at 275 and 293 Commercial Street known as the "Lower town DepotBluffs" into approximately 80 units of ownership housing; and WHEREAS, the City has identified the Straus Building, Dale Street Shops and Lower town Depot redevelopment projects as three of several projects within the City, as eligible as clean-up projects that meet the Tax Base Revitalization account's purposes and criteria ar the State DTED Contamination Clean-up Fund Program; and WHEREAS, the City has identified the Dale Street Shops as the highest priority of the City for contaminated soils clean-up; and WHEREAS the City has the institufional, managerial and fmancial capability to ensure adequate project administration; and � CRI��I�.�� oz -33f� �8 he City certifies that it will comply with all applicable laws and regulations as stated in the 39 40 41 42 43 44 45 46 47 48 contract agreements; and WIIEREAS the City agrees to act as legal sponsor for the project contained in the Tas Base Revitalization grant application submitted to the Metropolitan Council and the Contamination Clean-up Crrant submitted to the Department of Trade and Economic Development on May 1, 2002. NOW THEREFORE BE IT RESOLVED that the City of Saint Pau1 is hereby authorized to apply to the Department of Trade and Economic Development related to their Contamination Clean-up Grant Program and to Metropolitan Council under their TaY Base Revitalization grant application for this funding on behalf of the City and to execute such agreements as aze necessary to implement the project on behalf of the applicant.
