legally described as Lots 2 and 3,
Block 3, Woodland Park Addition,
according to the plat on file and of
record in the office of the Register
of Deeds in and f or the County of
Ramsey, State of Minnesota.
WHEREAS, pursuant to resolution, C. F. No. 261185, approved
Ma.y 7, 1973, a public hearing was scheduled for 10:00 a.m. on
May 17, 1973 before the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structures located at
568-574 Da.yton Avenue, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recommendation of the
Building Department, it is £ound and determined by the City Council
that according to the records and files in the office of the
Register of Deeds, the last record owner of the above described
property is Wallace W. Orfield and that there are no lien holders
of record; and that it is further determined that the above
described building and garage constitute hazardous buildings
within the definition of Minnesota Statutes �ection 463. 15 for
the following reasons:
a. The building is standing vacant, abandoned
and is subject to being entered by unauthor ized persons;

b. The exterior condition of the building
is as follows: The exterior br:ick walls are �'ull of
diagonal cracks and missing br:i-cks. The ba�k stoop
porches have been removed. Frame aanopies and
attached sheds are in a dilapidated condition. The
roof cornice boards are falling �rom the cornice. The
roof parapets have loose and spalling bricks. Part of
the roo� is open allowing water to enter. Window frames
have dry rot and some window sash are missing. The
frame �ire escape is in a state o� collapse;
c. The interior condition of the building
is as follows: The interior walls and ceilings have
loose and falling plaster. Water stains indicate roof leaks.
There is illegal electrical wiring. There are numerous
housing code violations which ,include worn and uneven
floors, inoperative electrical �ixtures and outlets,
peeling paint, lack of required plumbing fixtures and
missing handrails;
d. The building in the above condition is
beyond reasonable repair;
e. The building is unfit for human habitation
in its present condition and the above corrections
must be made in compliance with the Building Code and
the Housing Code of the City of Saint Paul in order to
make the same habitable;
f. The building constitutes a nuisance and a
hazard to the public health, safety and welfare because
o� its physical damage, dilapidation and inadequate
maintenance;
g. There is a six car garage at the rear of
the lot which is of frame construction. This garage has
a shed type roof which is in a state o� collapse due to
overstress and dry rot in the framing members;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statutes Section
463 .15 through 463.26 , and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby
make the following Order:

ORDER .
l. The owner of the above described building shall ma.ke
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building and garage razed
and the materials therefrom removed from the premises within
thirty (30) days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Gourt of Ramsey
County, Minnesota, within twenty (20) days from the date of the
service of this Order, a Motion for Summary Enforcement of this
Order to raze and remove the said building and garage will be
made to the Ramsey County District Court;
3. In the event that the building and garage are to be
razed by the City of Saint Paul pursuant to judgment of the
District Court, all personal property or fixtures which ma.p un-
reasonably interfere with the razing and removal of this building
and garage shall be removed wit hin ten (10) days from the entry
of judgment; and if not so removed, the City of Saint Paul shall
remove and dispose of such personal property and fixtures as
provided by law;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate and
collected as other taxes
FURTHER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record owner
of the above described property in the manner provided by law.

The Division of Housing and Building Code Enforcement is herehy
submitting its report on the condition of the structure at the
location referred to above.
The owner of record is Wallace W. Orfield.
The legal description of the property is Lots 2 and 3, Block 3,
��Toodland Park Addition. .
The building is a 42 ' x 76 ' ordinary construction, 22 story apart-
ment building.
The exterior brick walls are full ofdiagonal cracks and missing
bricks. Back stoop porches have been removed. Frame canopies
and attached sheds are in a dilapidated condition. The roof cor-
nice boards are falling from the cornice. The roof perapets have
loose and spalling bricks. Part of the roof is open allowing
water to enter. Window frames have dry rot and some window sash
are missing. The frame fire escape is in a state of collapse.

The subject property has been boarded up by the owner since August
19 , 19 71.
Inasmuch as physical damage and the dilapidated condition outlined above
constitute a public hazard and the owner has made no attempt to
satisfactorily repair the damage despite our warnings , and the
continued vacant and boarded up condition contributes a blighting
influence on the neighborhood, it is the recommendation of this
bureau that this matter be referred to the City Attorney`s office
for razing and removal through District Court proce ings.
