Marzitelli ,��� �. � . i E RE: Resolution Extending Health' & Welfare Benefits to Police and Fire Retirees of January 1, 1964 through December 31, 1965 This is to acknowledge receipt of your letter of August 24, 1973 con- cerning the above referenced ma.tter. I have discussed this matter with John S. Haider, Director of the Civil Service Department, and with John C. Devlin, also of the Civil Service Department, and who handles this particular service. I have been informed that on January 1, 1964, when compulsory retire- ment for City employees other than fire and police became effective the Legislature provided that those employees subject to compulsory retirement be given a retirees' health and welfare program. Such was done at that time. Since the fire and police employees already had compulsory retire- ment, together with the teachers in the Board of Education, they were not included in this proviso for retirees' health and welfare. This was taken care of two years later on January l, 1966 for the fire and police, and on May 1, 1965 for the teachers. This, therefore, left a period from January 1, 1964 to December 31, 1965 during which the fire and police retirees were not given this coverage; and from January 1, 1964 to May 1, 1964 during which teacher retirees were not given this coverage. The Independant School District No. 625 will pay the coverage cost for the employees coming under their jurisdiction, of which there are 80 civil service retirees and 191 retired teachers. While, in my opinion, health and welfare programs are collective bargaining matters, I do not feel that the above referred to resolution would have any adverse affect on future collective bargaining agreements. There- fore, I have no objections to the Council's adoption of this resolution.
