RESOLVED, that the Council of the City of Saint Paul
hereby amends the Rules of Procedure for the Conduct of the
Business of the Council , Council File No . 25904'7 , by adding
the following:
Rule 12. All regular and special meetings of the
Council shall be recorded by means of an appropriate _
recording device kept for that purpose and be preserved
as a record by the city clerk in accordance with
Section 3. 30 of Ordinance No . 15174.

To all Members of the City Council:
In accordance with Rule 10 of the Rules of Procedure for the con-
duct of the business of the Council, Council File No. 259047, you
are hereby notified that Dean Meredith and I will introduce the
attached resolution, adding Rule 12 to provide for recording of
all regular and special meetings of the City Council.
I believe this rule to be a necessary step to preserve the pro-
ceedings of the Council for review by members of the public who
are interested but unable to attend council sessions. I further
believe this will be of benefit as a means of keeping a complete
record of council proceedings for legal purposes.
