day of October, 1973 .. , at th� hour of 10 o'cicek A. M., in the Council Chamber of
the Court House and City Hall Building, in the City of St. Paul; that the Commissioner of Finance
give natice of sa.id meetings, as required by the Charter, stating in sa,id notice the time and place of
hearing, the nature of the improvement, and the amount assesaed against the lot or lots of the paxticular
owner to whom the notice is directed.

benefited by the said improvement, and in the case of each lot,part or parcel of land in accorda.nce with
the benefits conferred thereon; that the said asses�ment has been completed, and that hereto �.ttached,
identified by the si�nature of the said Gommiasioner, and made a part hereof, is the said assessment as
com�leted by him, and whieh is herewith submitted to the Council for such action thereon as may be
considered proper.
