WHEREAS, the Council of the City of Saint Paul has made due
note of the current nationwide energy crisis and is concerned about
the impact of such a crisis on the economic and social well-being
of the citizens of the city; and
WHEREAS, the Council also expresses its concern about the
massive energy usage and its attendant effects on the environment;
now, therefore, be it
RESOLVED, that the President of the Council is hereby authorized
and directed to appoint from among the Council members a special
subcommittee to be known as The Energy and Environmental Conservation
Committee, andsaid Committee is chargedwith the following taaks:
1. To investigate current energy supply levels to city
facilities, public and private, and conduct such
hearings as are necessary to gather information of
these matters.
2. To make suggestions to the citizens of the City of
Saint Paul as to methods of energy conservation and
environmental protection and hold such educational
meetings as are necessary to disseminate advice from
experts on these matters.
3. To make recommendations to the administration of city �
government, and pass such ordinances as are proper
relating to energy and environment conservation.
4. To solicit the cooperation oY private industry in
energy conservation and environmental pro�ection in
the process of yielding their industrialautput.

participation in energy saving programs such as car
pools and appliance usage.
6. To plan and make suggestions to prevent a crisis in
environmental pollution and energy usage and in
particular make recommendations to those institutions
who have a critical need for such information such
as schools, hospitals and old-age rest homes.
